Memorandum of  Bandh Day 2018

In view of call given by some Political Parties for a Bandh from 9:00 am to 3:00 pm on the 10 th September, 2018, it has been decided that all State Government Offices including those provided with Grants-in-Aid by the State Government shall remain open and all the employees shall report for duty on that day. It has also been decided that no Casual Leave (C.L) for absence either in the 1st haft of the day or in the 2nd half or for the whole day nor any other leave shall be granted to any employee on the said date. The employees who are on leave on 07.09.2019 shall have to report for duty on 10th September, 2018 and no extension of leave shall be allowed.

Now, the Governor has been pleased to decided that absence of employees on that date will be treated as dies non and no salary will be admissible unless such absence is covered by the following grounds:

(a) Hospitalisation of the employee
(b) Bereavement in the family
(c) Severe illness and absence continuing prior to 07.09.2018 
(d) Employees who had been on Child Care Leave (C.C.L), Maternity Leave, Medical Leave and Earned Leave sanctioned prior to the 7th September, 2018.

It is mentioned here that dislocation / disruption of vehicular traffic will not be a reason for granting leave.

All Heads of Office/ Controlling Authorities concerned will issue Show-Cause notice to the employee (s) concerned who will remain absent on 10th September, 2028 asking him/ her to explain why action would not be taken against him/ her for such unauthorised absence. On receipt of satisfactory reply, leave due and admissible may be granted on production of documentary evidence on the grounds mentioned above.

Where the absence is not covered by any of the above mentioned reasons and the leave has not been approved the same will be treated as 'dies non' and no salary will be admissible for the day, i.e. 10.09.2018.

Those who will not respond to the Show-Cause notice will be liable to disciplinary action.

All course of action in terms of this order should be completed by 17.09.2018 and compliance report on action taken should be sent to this Department.

Memorandum of Bangla Bandh 2018

In view of call given by some Political Parties for a Bandh from 6:00 am to 6:00 pm on the 26.09.2018, it has been decided that all State Government Offices including those provided with Grants-in-Aid by the State Government shall remain open and all the employees shall report for duty on that day. It has been decided that no Casual Leave (C.L) for absence either in the 1st haft of the day or in the 2nd half or for the whole day nor any other leave shall be granted to any employee on the said date. The employees who are on leave on 24.09.2018 shall have to report for duty on 25th September, 2018. It has also been decided that besides the Bandh day, no leave for the day preceding the Bandh day i.e 25th September, 2018 and for the day following the Bandh day i.e 27th September, 2018, shall be allowed.

Now, the Governor has been pleased to decided that absence of employees on those days will be treated as dies non and no salary will be admissible unless such absence is covered by the following grounds:

(a) Hospitalisation of the employee
(b) Bereavement in the family
(c) Severe illness and absence continuing prior to 24.09.2018 
(d) Employees who had been on Child Care Leave (C.C.L), Maternity Leave, Medical Leave and Earned Leave sanctioned prior to the 24th September, 2018.

All course of action in terms of this order should be completed by 5th October, 2018 and compliance report on action taken should be sent to this Department.

In view of call given by different Trade Unions and others for a 48 hours Bharat Bandh w.e.f 8th January, 2019 and 9th January, 2019, it has been decided that all State Government Offices including those provided with Grants-in-Aid by the State Government shall remain open and all the employees shall report for duty on those dates. It has been decided that no Casual Leave (C.L) for absence either in the 1st haft of the day or in the 2nd half or for the whole day nor any other leave shall be granted to any employee on the said dates. The employees who are on leave on 04.01.2019 shall have to report for duty on 7th January, 2019. It has also been decided that besides the Bandh day, no leave for the day preceding the Bandh day i.e 7th January, 2019 and for the day following the Bandh day i.e 10th January, 2019, shall be allowed.

In view of call given by different Trade Unions and others for a 24 hours' All India Industrial StrikeBandh on 8th January, 2020, it has been decided that all State Government Offices including those provided with Grants-in-Aid by the State Government shall remain open and all the employees shall report for duty on that date. Memorandum regarding Bandh 2020

Whereas some Trade Unions have called StrikeBandh on 26th November, 2020 on many policies and issues, and 

Whereas the State Government has views on some of these issues, and 

Whereas, however, the State Government is against "Bandh" as a method of protest which inconveniences common people and their pursuit of livelihood,

Now, therefore, it has been decided that all State Government Offices including those provided with Grants-in-Aid by the State Government shall remain open and all the employees since drafted for duty on roster basis in terms of Finance Department Order No. 2272-F(P) dated 21.07.2020, shall report for duty on that date positively. It has also been decided that no Casual Leave (C.L) for absence either in the 1st haft of the day or in the 2nd half or for the whole day nor any other leave shall be granted to the employee concerned on 26th November, 2020.

Further, it has been decided that absence of concerned employees on 26th November, 2020 will be treated as 'dies non' unless such absence is covered by the following grounds:

(a) Hospitalisation of the employees
(b) Bereavement in the family
(c) Employees who had been on Child Care Leave (C.C.L), Maternity Leave, Medical Leave (M.L) and Earned Leave sanctioned prior to the 26th November, 2020.

All Heads of Office/ Controlling Authorities will take necessary action accordingly in terms of the procedures as notified earlier.
