Introduction of Group Health Insurance Scheme named "Swasthya Sathi" for workers/ volunteers like the Members of Self Help Groups, Civic Police Volunteers, Green Police Volunteers, Civil Defence Volunteers, Village Police Volunteers at Gram Panchayat, Disaster Management workers, Home Guard/NVF, ASHA Workers, ICDS Workers and other Contractual /Casual/Daily rated Workers

A large section of volunteers and other workers engaged in various development programmes of the State Government are not covered under any Health Insurance or similar other Scheme.

2. It has been under active consideration of the Government for some time past to provide a comprehensive health insurance coverage to this large section of the volunteers and other workers and their families to protect them from financially debilitating effect of illness and adverse health conditions.

3. Therefore, the Governor is pleased to decide to introduce a Group Health Insurance Scheme namely "Swasthya Sathi" for the Members Self Help Groups, Civic Police Volunteers, Green Police Volunteers, Civil Defence Volunteers, Village Police Volunteers at Gram Panchayat, Disaster Management workers, Home Guards/ NVF, ASHA Workers, ICDS Workers and other Contractual/ Casual /Daily rated Workers under State Government as detailed below.

4. The Scheme:
The main features of the Scheme are:
(i) The Scheme will have basic health cover for secondary and tertiary care upto Rs.1.5 Lakhs per annum.
(ii) There will be no cap on the family size.
(iii) Critical illness like, Cancer, Neuro Surgeries, Cardiothoracic Surgeries, liver diseases, blood disorders etc. will be covered upto Rs. 5 lakh.
(iv) All pre-existing diseases will be covered.
(v) The entire premium will be borne by the State Government with no contribution from the beneficiaries

5. The Scheme will be implemented by the Department of Health & Family Welfare, Government of West Bengal. The details of the scheme will be finalised by the Health & Family Welfare Department in consultation with the Finance Department.

6. The scheme will be effective from 1st April 2016.

Notification for Swasthya Sathi 2018

      "Swasthya Sathi", a comprehensive Group Health Insurance Scheme introduced by the State Government vide this Department Notification No. 1104-F(P), dated 25th February 2016 is being implemented by the Department of Health and Family Welfare, West Bengal.

After evaluating the performance of the scheme, the matter of raising the financial limit for basic health cover for secondary and tertiary care from the existing limit of Rs.1.05 Lakh per family per annum has been under active consideration of the State Government to further reduce the burden of the beneficiaries. 

Accordingly, in partial modification of this Department Notification No. 1104-F(P), dated 25th February 2016, the Governor is pleased to decide that the basic health cover for secondary and tertiary care (Including Critical Illness) shall be up to Rs.5 Lakh (Rupees Five Lakh) per family per annum for all cases under Swasthya Sathi. All other aspects of the scheme as notified from time to time shall remain unchanged.

        The State Government introduced Swasthya Sathi, a Group Health Insurance scheme, vide Finance Department No. 1104-F(P) Dated 25th February 2016. The coverage of the scheme has been extended thereafter on different occasions.

2. It has been under active consideration of the Government to further expand the coverage of Swasthya Sathi. Accordingly, after careful consideration, the Governor is pleased hereby to decide that all permanent and contractual employees of statutory Commissions under different Departments of the State Government will be covered under Swasthya Sathi Scheme. This will, however, not cover Government employees on deputation to these Commissions or re-employed Government employees who are covered under the West Bengal Health Scheme 2008.

3. All Departments will furnish the list of all such employees engaged in the statutory Commissions under their administrative control to the Health and Family Welfare Department, which is the Nodal Department, for inclusion under Swasthya Sathi Scheme following the required norms, with a copy to the Finance Department.

4. A tentative list of statutory Commissions is given in Annexure A. The list is not exhaustive and if there are similar Commissions under any Department, all of them will stand included without any reference to Finance Department.

5. This will come into force with immediate effect.

      Swasthya Sathi is a package based health protection scheme where a family can avail secondary and tertiary care, cashless treatment up to Rs. 5 lakh per annum, from any of the empanelled hospitals in West Bengal.

State Government has later extended the cashless Swasthya Sathi Service at Christian Medical College (CMC) Vellore since 17th October 2020.

It has been under active consideration of the department to streamline the utilisation of  service of Christian Medical College (CMC) Vellore. Now after careful consideration, it has been decided that:

1. Only Critical cases, treatment for which is not available in that state, will be allowed at Christian Medical College (CMC) Vellore under Swasthya Sathi Scheme with prior approval.

2. No case will be entertained for treatment in Christian Medical College (CMC) Vellore unless it is referred by a medical practitioner and pre-approved and allowed by the experts at the State Nodal Agency.

This has approval of the competent authority and it takes immediate effect and until further order.
