       Government of West Bengal has been providing Library Grant to Government Sponsored / Non-government aided Schools of West Bengal for all round development of education.

Now, the Governor is pleased to approve Library Grant @ Rs. 50, 000 (6th phase) to 834 Government Sponsored / Non-government aided Schools, as mentioned in the Annexure A, from this year's 2019-2019 budget provision.

Also, the Governor is pleased approve Grant @ Rs. 25000 for Furniture in Reading Rooms to 933 Government Sponsored / Non-government aided Schools, as mentioned in the Annexure B, from this year's 2019-2019 budget provision.

Fund for this purpose is being placed to this Directorate of School Education, West Bengal, for onward transmission to the respective District Inspector of Schools (Secondary Education).

Concerned District Inspector of Schools shall ensure that no unaided School will receive Library Grant even if the name of such School appears in the list.

Library Grant 2025 Approval & Financial Sanction

Administrative Approval and Financial Sanction towards Library Grant to 2066 nos. of Government Aided/Government Sponsored Higher Secondary Schools of West Bengal @ Rs.1,00, 000/- per School

Sir,
I am directed to inform you that the Governor is pleased to accord administrative approval and financial Sanction for Rs.20,66,00,000/- (Rupees Twenty Crore sixty six lakh) only, from the Head of A/C ''15-2202-02-110-00-034-31-02-V'' towards Library Grant to 2066 nos. of Government Aided/Government Sponsored Higher Secondary Schools of West Bengal @ Rs.1,00, 000/- per School. 

The total amount of  Rs.20,66,00,000/- (Rupees Twenty Crore sixty six lakh) only, will be released subsequently from the Head of A/C ''15-2202-02-110-00-034-31-02-V'' during the CFY.

The DSE is directed to request to submit a consolidated UC against this Department's Sanction. They are also directed to request to maintain all financial norms and all relevant financial rules of this Government.

This approval is being accorded with the concurrence of the FD, vide UO No. Group B/2024-2025/0266, dated 18.02.2025.

Allotment Library Grant to Secondary Schools

Allotment of Fund amounting to Rs.1,00,000/-(One lakh only) per School towards Library Grant to 65 Nos Government Aided/Government Sponsored Higher Secondary Schools of Murshidabad District 

With reference to the subject cited above the undersigned would like to inform you that a fund amounting to Rs.1,00,000/-(One lakh only) has already been released in favour of selected 65 Nos of Schools each (As per enclosed list). In view of such fact the School authority is requested to maintain all financial norms and rule while purchasing the Library Books (List Enclosed). The entire process will be completed within a month. They are also instructed to submit UC as per norms and proforma in due course to the District Inspector of Schools (SE) Murshidabad.

This is for your information and taking necessary action.

Procurement of Library Books by the Commissioner

Procurement of Library Books against the fund released in the F.Y. 2024-2025

1. A total amount of Rs.2026,00,000/- has been sanctioned for 2026 Government Sponsored/ Aided Schools @ Rs.1,00,000/- per school vide Memo No.533(Sanc)-SED-10899/41/2020-PB SEC-Dept of SE, dated 28.02.2025.

2. In the financial year 2024-2025 each Government Sponsored/ Aided School has received Library Grant @ Rs.1,00,000/- (one lakh).The appropriate authority in the SED has recommended 5 sets for different districts with valuation  of each set is around one lakh with following break-up (Set wise list enclosed)

Set: I
District: Alipurduar, Coochbehar, Darjeeling, Jalpaiguri, Kalimpong, Malda, Siliguri & Uttar Dinajpur

Set: II
District: Bankura, Birbhum, Jhargram & Purulia

Set: III
District: Dakshin Dinajpur, Hooghly, Nadia & Paschim Medinipur

Set: IV
District: Barrackpore, Howrah, Kolkata, Murshidabad, Paschim Bardhaman & South 24-Parganas

Set: V
District: North 24-Parganas, Purba Bardhaman & Purba Medinipur

3. On behalf of the publishing trade, Publishers and Booksellers Guild will facilitate and coordinate between District Inspector of Schools and publishers for providing books to the concerned Schools.

4. The payment against supply of books shall be made in favour of publishers through A/C payee cheques only after completion of delivery.

5. The DI/S (SE)s are directed to submit a consolidated UC against this Department's sanction. They are also requested to ensure that all financial norms and all relevant financial rules of the Government as per AAFS order no. 77-SED-10815(15)/1/2018-PB SED-Dept. of SE dated 25.02.2025 are maintained.
