Guideline regarding decrease the load of Children's School Bag

The issue of reducing the load of School Bag of students has been under active consideration of the Government of West Bengal in the School Education Department.
Now, after due consideration, the following Guidelines are formulated for implementation by all schools under the School Education Department, Government of West Bengal.

Guidelines regarding reducing the load of School Bag
The School Education Department, Government of West Bengal has always believed in child centric pedagogy as every child is special and has innate talents which need to be identified and nurtured. The teachers, therefore have the responsibility of evaluating a child's skills and abilities and conduct competency mapping for every child in order to recognize and foster the same with and without the aid of the prescribed School Textbooks.
While undertaking the above mentioned task, the School education administrator should, accordingly, focus on relieving children of the pressure of School learning to make education a joyful experience that depends not on memorizing texts, but on imbibing basic concepts and learning practicable life skills.
Against this background, it is necessary that our children are suitable relieved of carrying supposedly heavy weight of the School Bags containing additional Text books, Exercise books, etc in addition to the prescribed Textbooks, and required stationery items.
A. General Guideline of School Bag
(i) All the School following the State Curriculum must the Textbooks as prescribed and provided by the School Curriculum and Expert Committee of the School Education Department, Government of West Bengal no additional Text book should be prescribed by any School. The School teachers should not be homework to class-I and class-II children. The class-I and II students should not be allowed to take their Textbooks home. Suitable arrangement should be made in the School so that Class-I and II students do not take their Textbooks to home.
(ii) All School should distribute an blue print of their routine/ time-table pertaining to the mandatory structure of periods/ class distribution as earmarked by the concerned Boards for students to know exactly which books to take to the Schools. The Students of classes' I-VIII should be advised to follow the School time-table strictly and not to carry any extra books.
(iii) Textbooks should be used more as an aid for detailed studies at home by the students rather than for verbatim teaching in the Schools, by the teachers.
(iv) The Schools/ School Libraries should have sufficient number of class specific books to be provided to the students when needed for class-work or studies in Schools rather than forcing them to bring their ow books to the Schools.
(v) The periodic evaluation of Learning Outcomes should be done through Formative and Summative Evaluation as is mandated under the Amendment of RTE Act, 2009. It is to improve the performance of the students as well as that of the teachers. The same should be suitably deigned to reduce dependence or textbooks.
(vi) Inter and intra-Class interaction must be encouraged rather than mere presentation of information and facts in the name of Syllabus coverage. There should be regular dialogue and discussion covering wide range of subjects.
(vii) The children must be engaged in creative and innovation learning tasks as projects, presentations, experiments, field/exposure visits, book reviews discussion on social and contemporary issues etc.
(viii) In primary Schools, the concepts of building as learning aid (BALA) and other ingenuously and innovatively designed TLM could be utilized to clarify the basic concepts to children using the School building and neighborhood surrounding to further reduce textbook dependence.
(ix) There could be not notebook as rough Notebook for all subjects to be brought every day to the School and used for class work. This could do away with the need for having subject-wise notebooks which further reduce the weight of the School Bag.
B. Actions of School Bag at School Level
(i) The weight of the School Bag including the textbooks and notebooks for different classes are given in the table below. The School authority should take initiative for implementation of the suggested weight advisory in their respective schools accordingly.

(ii) The Schools should inform the students and parents regarding appropriate kind of School Bags i.e. which have broad padded straps for symmetrical distribution of weight.
(iii) The students should always use both straps for carrying the School Bag and should not sling the Bag over one shoulder.
(iv) The Schools Heads should discuss the issue with all the stakeholders including the parents, guardians and teachers about the health issues arising out of the children carrying heavy School Bags to School.
(v) The students should be encouraged to repack their Bags on daily basis and avoid carrying unnecessary articles, textbooks and workbooks that are not needed.
