1st State Level Selection Test for Recruitment of Assistant Teachers Upper Primary Level Except Physical Education and Work Education in Government aided/Sponsored Schools (Except Hill Region)

As per the instruction vide ref no 1104-SE/S/1S-26/2010(Pt-III) dated 20th September, 2016 of the Department of School Education (D.S.E),Government of West Bengal, i.e. West Bengal School Service Commission (Selection for Appointment to the Posts of Teachers for Upper Primary Level of Schools) Rules, 2016. The West Bengal School Service Commission has been designated to conduct 1st State Level Selection Test for Recruitment of Assistant Teachers (Upper Primary Level except Physical Education and Work Education) in Recognized Non-government aided/Sponsored Schools in West Bengal against the vacancies available under the West Bengal School Service Commission (Selection for Appointment to the Post of Teachers for Upper Primary Level of Schools) Rules, 2016

The entire processes will be guided by The West Bengal School Service Commission Act, 1997, above Rules and subsequent Amendments as on the date of Advertisement.

1. Any citizen of India may apply only for the post of Teachers i.e. Assistant Teacher (Upper Primary Level except Physical Education and Work Education) in Recognized Non-Government aided / Sponsored Schools.

2. Eligible (Both Trained & Untrained) candidates for 1st State Level Selection Test as per the Minimum Qualification laid down by The West Bengal School Service Commission (Selection for Appointment to the Posts of Teachers for Upper Primary Level of Schools) Rules, 2016 and subsequent amendments may apply online only (and by no other mode) visiting official website of the West Bengal School Service Commission.

3.(i) Eligible Candidates must enclose passport size colour photograph with signature there under, mentioning the Region for Personality Test (if Called for ) and academic qualification till date of submission of Application for 1st SLST (AT Upper Primary Level), 2016 and fill in all details required and make necessary payment of fees as applicable.

(ii) Candidate has to furnish his/her options of Regions in order of preference for purpose of counseling, recommendation and appointment.

(iii) Candidates shall be called for personality test in the region where he/she appeared in TET Examination.

(iv) Subject wise vacancies in each group shall be clearly mentioned and candidates may choose his/her subject group which he/she had in TET Examination and the subject chosen shall be a subject in his/her Graduation level.

(v) Equivalence of Subjects may be referred for filling up for Form which is available in the Website.

Information Brochure with details of "How to Apply" etc. is available in the official website of the Commission where the entire process of submission of Online Application Form have been described. Candidates are advised to follow these instructions before filling up their Online Application Forms. 

  • Male candidate shall not be recommended for appointment in any girls' school.
  • Incomplete and wrong applications will be treated as cancelled.
  • Both the TET Examinations (2011 & 2015) conducted by the Central School Service Commission are valid. Candidates may use any one for Weightage of TET.
  • Candidates cannot apply the Post in Same or below Pay Scale.
(a) Scales : Upper Primary and Secondary Teachers get pay meant for Graduate Teachers
(b) Higher Secondary Teachers get Pay meant for Post Graduate (PG) Teachers.
  • It is instruction to every candidate to submit his/her form carefully as after submission of  Online Application Form no further rectification will be allowed.

Challan will be available on successful submission of filled in online application form.

4. Manner of Selection to the Post of Assistant Teachers (Upper Primary Level), 2016

Selection to the post of such Teacher (except Physical Education and Work Education) shall be made category wise strictly on the basis of merit (Weightage of TET, Academic, Professional Qualification and marks obtained in personality test) from Interview List of State Level Selection Test conducted by the Central Commission, in the manner as specified in Schedule II, Part A of The West Bengal School Service Commission (Selection for Appointment to the Posts of Teachers for Upper Primary Level of School ) Rules, 2016.

Selection to the post of Teachers for Upper Primary Level of Schools shall be made on the basis of TET, evaluation of academic and Professional Qualifications of the candidates and personality tests to be determined by the Commission in  the following manner

(a) TET weightage                                                                            : 40 Marks
(b) Academic qualifications including professional qualifications  : 50 Marks
(c) Personality Test                                                                           : 10 Marks
(Appearance before the Personality Test Board in compulsory)

Note: 
  • Certificates of TET 2011 or Downloaded Mark sheets of TET 2015 should be referred for filling up forms.
  • Candidates  will be allowed to apply under any one medium of instruction for the Post of Assistant Teachers (Upper Primary Level), 2016.

5. Preparation of panel for the posts of Assistant Teachers (Upper Primary Level) (except Physical Education and Work Education) 2016

(a) Even if a Candidate possesses qualified TET Certificate he/she not be consider if he/she is found not eligible as per rules.

(b) The Central Commission shall verify the validity of TET Certificate, academic and professional qualification of the candidates having valid TET Certificates and marks obtained in TET and other academic and professional qualification shall be evaluated in the manner mentioned in Table 3 of Schedule-II West Bengal School Service Commission (Selection for Appointment to the posts of Teachers for Upper Primary Level of Schools) Rules, 2016.

(c) The Central Commission shall prepare and publish in their website with all details of the candidates to be called for personality test (Interview List) category wise on the basis of merit as mentioned in Schedule II Part B in the ration of 1:1.4 of final vacancies.

(d) After interview the Central Commission shall prepare and publish a Merit List category wise strictly on the basis of merit (Weightage of TET, Academic, Professional Qualification and marks obtained in personality test ) from Interview List.

(e) The Central Commission shall also prepare and publish in their website a Panel of candidates (category wise) equal to the number of vacancies and a category wise waiting list of the rest of the candidates from merit list who were not included in the panel. From the panel the Central Commission shall prepare and publish in Commission's website Region wise lists of candidates on the basis of the option exercised by the candidates.

Provided further if more than one candidate obtain the same aggregate (total marks) the merit position of the candidates shall be determined according to their date of birth i.e. candidates with earlier date of birth shall be preferred and if the aggregate and date of birth shall also be same, the candidates obtaining higher academic score shall be preferred and if the aggregate, date of birth and academic score shall be same, the candidates obtaining higher weightage in TET shall be preferred.

(f)  The Central Commission shall publish such panel and waiting list of candidates in the website of the Commission as well as the Offices of the concerned Regional Commissions. A copy of the same will be submitted to the School Education Department and the Directorate of School Education for information.

7. Validity of Panel and waiting list

Each panel and waiting list shall remain valid for one year (এক বছর) from the date of publication of the panel and waiting list or the date of advertisement for the next Recruitment Process whichever is earlier:

Provided that the names of candidates shall not be recommended against any post other than the post applied for or against any vacancy which has not been notified in terms of sub-rule (3)(b), of rule (8) The West Bengal School Service Commission (Selection for Appointment to the Post of Teachers for Upper Primary Level of Schools) Rules, 2016.

NB: 10% of vacancies are reserved for Para-teachers of Upper Primary Level of Schools of West Bengal as prescribed vide no. 1119-SE(S)/1S-26/2010 (Part III) dated 22.09.2016 of The School Education Department (SED).


9. Eligibility
Education qualification including professional qualification for selection of Assistant Teachers for Upper Primary Level Classes in Schools.

2. Diploma/ Degree Course in Teacher Education:

For the purposes of this recruitment, a diploma/degree course in teacher education recognized by the National Council for Teacher Education (NCTE) only shall be considered. 

However, in case of Diploma in Education (Special Education) and B.Ed. (Special Education), a course recognized by the Rehabilitation Council of India (RCI) only shall be considered.
 Minimum 20 years and maximum 40 years. Upper age limit is however relaxable by 5 years for Scheduled Caste (SC)/Scheduled Tribe (ST) candidates, 3 years for Backward Class candidates (OBC) and 8 years for the Physically Handicapped (PH) Candidates.
NB: 1. Relaxation of 5% marks in education qualification will be allowed in case of reserved candidates.
2. The minimum qualification as prescribed by the NCTE and relaxation of qualifications if any extended by MHRD from time to time on the date of publication of advertisement shall also be considered.

Note: Both Trained and untrained may apply and Trained candidates will get Preference but only when Trained candidates are not available then only untrained candidates will be considered in compliance to Order of Hon'ble Court Calcutta dated 14.09.2016 in WP No 14548(W) of 2016 with CAN 9051 of 2016.


Professional Qualifications
Professional Qualification (excerpt Physical Education/ Work Education) includes as follows
I. 2-year Diploma in Elementary Education (by whatever name known)
II. 1-year Bachelor in Education (B.Ed.)
III. 1-year Bachelor in Education (B.Ed.) in accordance with the NCTE (Recognition norms and procedure) Regulation issued from time to time in this regard
IV. 1-year B.Ed. (Special Education)
V. 2-year Bachelor in Education (B.Ed.) in accordance with the NCTE (Recognition norms and procedure) Regulation issued from time to time in this regard.
VI. 4-year BA/BSc Ed or BA Ed/BSc Ed.
VII. 4-year Bachelor in Elementary Education (BElEd) includes Bachelor Degree along with professional qualification as integrated course.
VIII. 2-year B.Ed. Programme through Open Distance Learning (ODL) method conducted by Netaji Subhash Open University and Approved by Rehabilitation Council of India (RCI).

Note 1: Diploma /Degree Course in Teacher Education recognized by the National Council for Teacher Education (NCTE) only shall be considered. However, in case B.Ed. (Special Education), a course recognized by the Rehabilitation Council of India (RCI) only shall be considered.

Note 2: B.Ed. (Special Education degree holder) shall have to undergo 6 moths training on special programme in Elementary Education in an NCTE recognize institution after appointment.

Percentage (%) of Marks at Graduation Level may be calculated in any one manner of the following 
1. Honours
2. Pass
3. Honours + Pass (Aggregate)


10. Name of post, qualification and age
The name of the posts and its qualification shall, subject to rule 5, be such as specified respectively in columns (2) and (3) of Schedule I of West Bengal Service Commission (Selection for Appointment to the Posts of Teachers for Upper Primary  Level of Schools) Rules, 2016.

1. The age as on 01.01.2016 for the post AT (Upper Primary Level Teachers) shall be Minimum 20 years and maximum 40 years. Upper age limit is however relaxable by 5 years for Scheduled Caste (SC)/ Schedule Tribe (ST) candidates, 3 years for Backward Class (OBC) candidates and 8 years for the Physical Handicapped (PH) candidates.

2. Provided that the candidates possessing valid TET Certificates shall be eligible for appearing in the selection process under these rules in spite of fact that they have exceeded upper age limit subject to the condition that the age of such candidate on first day January of the Year of holding TET has been within the prescribed age limit.

3. Provided that a non-teaching staff or a Teaching holding lower category of may apply with maximum age of 55 years as on 1st January 2016.

4. Provided qualification includes academic qualification and professional qualification of teachers for Upper Primary Level of Schools notified by National Council for Teacher Education and relaxation of qualifications if any extended by MHRD from time to time on the date of advertisement by the Commission,

5. Provided certificates received up to the last date of the application and mentioned in the application from shall only be counted for academic and professional qualification.

6. For Consideration of belonging to SC/ST/OBC-A/OBC-B/PH Category/ Para-Teacher, the certificates issued by the competent authorities of Government of West Bengal only West Bengal Government shall be treated as valid Documents.

7. Candidates belonging to such category from other state will have to appear as General Candidates who only without any concession/relaxation in respect of Age and Fees and Qualifying Marks.

8. All Academic and other Certificates received and informed as on last date of application will only by accepted.

Medium of Instruction

A candidate willing to be selected as a Upper Primary Teacher having Bengali or English or Hindi or Nepali or Oriya or Santhali or Telegu or Urdu as the medium of instruction, shall have Bengali or Hindi or English or Oriya or Santhali or Nepali or Urdu or Telegu as the case may be, as first or Second or third language at-
(a) Secondary level of the Board or equivalent;
(b) H.S (Higher Secondary) level of the Council or equivalent.


11. Online Application Form and Submission thereof and related information
(i) Domain: www.westbengalssc.com
(ii) Candidates can apply online by accessing the official website of The West Bengal School Service Commission and then feeding his/her personal and educational information as required by the commission and finally he/she will get Bank challan (Cash Challan) of Allahabad Bank. Then the various options to pay the Application fees are mentioned below.

12. Modes of payment for Application fee

(I) Through Bank Challan (Offline Mode)
(a) Incumbent has to contact any Bank Branch of Allahabad Bank in West Bengal after 24 hours of online Submission of Application with printed challan from official website of West Bengal Central School Service Commission till 07.10.2016 with required fess Rs. 250/- + 5/ Rs. 80/- + 5/- for the post of Teacher (Upper Primary Level) in cash. The branch representative will accept the fee, Printed Challan and will provide Journal No, date, seal and sign on the Challan and will return the candidate's portion of the Challan with Bank Branch seal.

(b) Candidate can check the payment status after 48 hours of cash deposit. All the application are instructed to retain the sealed and signed Challan copy of the bank for future reference. Any manually modified Challan will not be accepted at selected Bank counters.


(II) Through Sahaj Tathya Mitra Kendra (from 2nd Day of Starting of Application)

Candidates can also submit online application visiting any Common Service Centre (CSC), Sahaj Tathya Mitra Kendra with his/her documents with recent passport size photograph (Colour). At Sahaj Tathya Mitra Kendra, applicant can apply online with the help of representative of Sahaj Tathya Mitra Kendra and also can pay the fees in cash instantly at Sahaj Tathya Mitra Kendra and get a Receipt.


(III) Online Payment through Credit card/ Debit card / Internet Banking 
During Online Application Submission an incumbent can deposit the requisite Application Fees instantly by using his/her Credit /Debit card or using Net Banking. In this mode, after filling all the personal and educational information, the candidates will click on the button "Credit card/ Debit card /Net Banking" and then he/she will be redirected to the concerned Bank's page. After successful payment, the candidate will be transferred back to WBSSC's domain, where he/she will get receipt for successful payment of fees.

(A) For uploading the Photograph and the Signature
Please past the colour photograph on a white paper and out your full signature just below the Photograph. Now scan the photograph (Image) and the signature below it and crop it. Next save it such a way that the file size is between 10 KB and 30 KB. Now upload the photograph by clicking the button and click on the final submit button. For details please follow the instruction given in Information Brochure.

(B) After successful uploading of all the requisite information and the photo (Image) with signature, candidates will be able to print their filled in Application form where he/she will get an Application ID which can be used for further reference. Candidate can also take a print-out of the application from with Payment done status after 48 hours of payment of the fees.

(C) The Bank official will return the Customer Acknowledgement slip to the applicant and the applicant will retain the Acknowledgement slip for further reference.

(D) Every Candidate is requested to visit the official website every Friday. All information will be given in the website from time to time.

13. Citizenship

Only citizens of India can apply for the said State Level Selection Test for Appointment to the posts of Assistant Teacher (Upper Primary Level), 2016.

(a) The candidate should satisfy himself /herself about his/her eligibility before applying and shall be personally responsible in case he/she is not eligible to apply as per the given eligibility criteria. It is to be noted that if a candidate has been allowed to appear in State Level Selection Test for Appointment to the posts of Assistant Teacher (Upper Primary Level), 2016, it does not imply that the candidate's eligibility has been verified. It does not vest any right with the candidate for appointment. The eligibility even for a candidate, who has qualified in State Level Selection Test for Appointment to the posts of Assistant Teacher (Upper Primary Level), 2016 shall be finally verified by the concerned selecting /appointing authority.

(b) No Travel Allowance (TA)/Dearness Allowance (DA) will be paid to the candidates for appearing for the Interview.

(c) For in-service candidates (within the jurisdiction of school service commission), No Objection Certificate from the concerned school authority needs to be drawn which has to be produced in front of the Commission when he/she will be asked for.

1. Para-Teachers of Upper Primary Level of Schools of West Bengal should procure Experience certificate from the District Project Officer, Paschim Banga Sarva Siksha Mission as mentioned in No 1120-SE(S)/1S-26/2010(Part III) dated 22.09.2016 of The School Education Department (SED), West Bengal.


14. Important Notes
(a) Candidates can only apply Online for State Level Selection Test for Appointment to the posts of Assistant Teacher (Upper Primary Level), 2016

(b) The candidature of candidates not complying with the instructions shall be summarily rejected.

(c) Candidate should enter his particular i.e. Name, Father's Name/ Mother's Name and Date of Birth as per his/her Madhyamik /School leaving Certificate.
