Nabanna Scholarship-এর আবেদন পদ্ধতি, যোগ্যতা এবং প্রয়োজনীয় কাগজপত্র

মেধাবী এবং গরিব দুঃস্থ পড়ুয়াদের আর্থিক সমস্যার কথা ভেবে পশ্চিমবঙ্গের মাননীয় মুখ্যমন্ত্রী, ত্রাণ তহবিল থেকে প্রতিবছরের মতো এবছরও ছাত্র-ছাত্রীদের জন্য Scholarship প্রদান করে থাকে। মুখ্যমন্ত্রীর এই ত্রাণ তহবিলের এই Scholarship নবান্ন স্কলারশিপ-Nabanna Scholarship নামে পরিচিত। এই অন্য Scholarship-টির নাম উত্তরকন্যা Scholarship, এই Scholarship-টি উত্তরবঙ্গের জেলাগুলির জন্য। এই বছর যে সমস্ত ছাত্রছাত্রী মাধ্যমিক উচ্চমাধ্যমিক অথবা কলেজের কোন পরীক্ষায় পাস করে পরবর্তী ক্লাসে ভর্তি হয়েছে, তারা এই মুখ্যমন্ত্রীর Nabanna Scholarship-এর  জন্য আবেদন করতে পারে।

যোগ্য ছাত্রছাত্রীরা Nabanna Scholarship-এর জন্য আবেদন করতে পারে। এই Nabanna Scholarship-এ ছাত্র-ছাত্রীদের প্রতিবছর 10,000 থেকে 20,000 টাকা প্রদান করা হয়। Scholarship-এর পরিমান নির্ভর করে তাদের বর্তমান কোর্সের খরচের উপর।

Nabanna Scholarship-এর প্রয়োজনীয় যোগ্যতা

  •   পরীক্ষার্থীকে অবশ্যই রাজ্যের একজন স্থায়ী বাসিন্দা হতে হবে ।
  • শুধুমাত্র পশ্চিমবঙ্গের কোন Board, Council অথবা University থেকে পাস করে, রাজ্যের  কোন School, College অথবা University-তে  ভর্তি হয়েছে তারাই Nabanna Scholarship-এর জন্য যোগ্য।
  • যে সকল ছাত্রছাত্রী মাধ্যমিকে (MP) 65% নাম্বার নিয়ে উচ্চমাধ্যমিক (HS) কোর্সে ভর্তি হয়েছে অথবা উচ্চ মাধ্যমিকে 60% নাম্বার নিয়ে কলেজে ভর্তি হয়েছে অথবা কলেজে 55% নাম্বার নিয়ে ইউনিভার্সিটিতে ভর্তি হয়েছে, তারাই Nabanna Scholarship-এর জন্য আবেদন করতে পারবে।
  • যারা স্বামী বিবেকানন্দ মেরিট-কাম মিনস্ (SVMCM)-Scholarshipএর জন্য যোগ্য তারা, Nabanna Scholarship-নবান্ন স্কলারশিপের জন্য আবেদন করতে পারবে না।
  • আবেদনকারীর পরিবারের বাৎসরিক আয় 60,000 টাকার কম হতে হবে তবেই সে পশ্চিমবঙ্গ মুখ্যমন্ত্রী তহবিল নবান্ন Scholarship-এর জন্য আবেদন করতে পারবে।
  • যে সমস্ত ছাত্রছাত্রী আগে থেকেই অন্য কোনো সরকারি অথবা বেসরকারি সংস্থার কাছ থেকে Scholarship পাচ্ছে, তারা এই Scholarship-এর জন্য যোগ্য নয়।


Nabanna Scholarship-এর আবেদন পদ্ধতি

এই Nabanna Scholarship-এর জন্য দরখাস্ত /আবেদন দুই ভাবে করা যায়। সাদা কাগজে নিজের হাতে লেখা একটি আবেদন পত্র/ দরখাস্ত তৈরি করে Scholarship-এর জন্য আবেদন করা যেতে পারে।

বিঃ দ্রঃ : বর্তমানে (২০২৩) জানানো হয়েছে, Nabanna Scholarship সম্পূর্ণ Online Application, অনলাইনে আবেদন করলে তা কোন ভাবেই বাতিল বা রিজেক্ট হবে না। Offline Application অর্থাৎ দরখাস্তের মাধ্যমে আবেদন করলে /নবান্ন অফিসে দিয়ে এলে বাতিল /রিজেক্ট হওয়ার সম্ভাবনা বেশি। Online Application এর বিস্তারিত নিম্নে আলোচনা করা হলো। 



Nabanna Scholarship-এর নিয়ম

সর্বপ্রথমে মুখ্যমন্ত্রী ত্রাণ তহবিল Nabanna Scholarship-এর Application Form টি অফিসিয়াল ওয়েবসাইট থেকে ডাউনলোড (Download) করে নিতে হবে অথবা সাদা (Blank) কাগজে নিজের হাতে একটি ফর্ম/দরখাস্ত তৈরি করে নিতে হবে।

এরপর ওই আবেদনপত্রটির সাথে নিজ এলাকার MLA-এর Recommendation Form ও তোমার Self-Declaration Form যোগ করতে হবে।

এবার আবেদন পত্রের সঙ্গে দরকারী ডকুমেন্ট/কাগজপত্র যোগ করতে হবে, কি কি ডকুমেন্ট/কাগজপত্র লাগবে তার তালিকা নিম্নে দেওয়া আছে।

প্রথমে দরখাস্ত/Application টি সঠিকভাবে পূর্ণ করে এবং দরকারী ডকুমেন্ট/কাগজপত্র একসঙ্গে করে নিচের ঠিকানায় জমা দিতে হবে। দরখাস্ত জমা দেওয়ার ঠিকানা নিচে দেওয়া আছে।

Nabanna Scholarship অথবা উত্তরকণ্যা Scholarship এর আবেদন (Application) টি জমা দেওয়ার পর প্রার্থীকে প্রমানের জন্য কম্পিউটার জেনেরেটেড একটি রিসিপ্ট কাগজ দেয়া হবে। এই রিসিপ্ট কাগজ দিয়ে পরবর্তী ক্ষেত্রে এই Scholarship-এর আবেদনের স্থিতি জানা যাবে।

আবেদনকারী (Applicant) নিজে অথবা (Guardian) অভিভাবক এই Application Form জমা দিতে পারেন।

আবেদনকারীরা ডাকযোগেও (by Post) তাদের Application Form পাঠাতে পারে কিন্তু সেক্ষেত্রে Scholarship পাওয়ার সম্ভাবনা অনেকটা কমে যায়।

পশ্চিমবঙ্গ মুখ্যমন্ত্রী ত্রাণ তহবিল Nabanna Scholarship-এ আবেদনের নির্দিষ্ট কোন শেষ তারিখ নেই।
Student-রা তাদের পাঠরত বর্তমান Course-এ যেকোনো সময় এই Nabanna Scholarship-এর জন্য Application করতে পারে।তবে মোটামুটি ভাবে ডিসেম্বর মাসের মধ্যে জমা করা বাঞ্চনীয়।

Nabanna Scholarship-এর প্রার্থী বাছাই পদ্ধতি

মেধা এবং পারিবারিক বাৎসরিক আয়ের উপর ভিত্তি করে এই Nabanna Scholarship-এর জন্য প্রার্থী বাছাই করা হয়।

ছাত্র-ছাত্রী দরখাস্ত/আবেদনপত্র জমা দেয়ার পর কর্তৃপক্ষ সেই দরখাস্ত/আবেদনপত্র ভালো করে খুঁটিয়ে দেখে এবং তারপর নির্বাচিত তারপর ছাত্র বা ছাত্রীকে Nabanna থেকে জানিয়ে দেওয়া হয়। চূড়ান্ত নির্বাচিত ছাত্র-ছাত্রীরা তাদের প্রাপ্ত Scholarship টাকা নিজের Bank Account-এ পায়ে যাবে।

Nabanna Scholarship 2023

Request for sanction of financial assistance from Chief Minister’s Relief Fund is processed and examined by the CMRF Cell of Chief Minister’s Office. The application may be sent to District Magistrate or Commissioner of Police, Kolkata, as the case may be, for enquiry. Hon’ble Chief Minister, West Bengal sanctions financial assistance from the fund. The financial assistance sanctioned is a one-time grant only. The financial assistance is directly credited to their Bank account. The sanction of financial assistance is provisional, authority has sole discretionary power to cancel the prior sanction without assigning the reason thereon..

Eligibility Criteria for Nabanna Scholarship 2023

  • Applicant should be a permanent resident of the State of West Bengal.
  • Studying in any institution of the State after passing out Secondary or Equivalent /Higher Secondary (H.S) or Equivalent /Under Graduate Examination from any Board /Council /University of the State of West Bengal.
  • Securing 50% and above but less than 60% marks in aggregate in Madhyamik or Equivalent Examination/ Higher Secondary (H.S) or Equivalent examination for financial assistance in Higher Secondary level/ Under Graduate level respectively.
  • Securing 50% and above but less than 53% marks in aggregate in Graduation for assistance in Post Graduate level.
  • Yearly family income does not exceed Rs. 1,20,000/- only.
  • Not enjoying any Government/Non-Government scholarship/stipend for the same course/stage of study.

Documents for Nabanna Scholarship 2023

Documents required (In Pdf format each under 500 kb)
1. Prayer addressed to the Hon’ble Chief Minister for financial assistance duly signed by the applicant. Complete Address, Mobile number and e-mail ID (if any) should be mentioned in the prayer.

2. Recommendation to the Hon’ble Chief Minister from local MLA / MP.

3. Family Income Certificate issued by competent authority (Minister-in-Charge / Minister of State / DM / SDO / BDO / Joint BDO / Executive Officer in case of Municipality Area / Officer in the rank of Deputy Commissioner and above in case of Municipal Corporation area)

4. Self-Declaration by the student under his/ her own signature stating the present course of study along with year/semester and receipt of any Government / Non-Government Scholarship / Stipend. This declaration should be countersigned by the head of the present institution with stamp / seal Admit Card of 10th standard Examination.

5. Mark Sheet of qualifying Examination (for assistance in H.S. Level the qualifying examination is Madhyamik or Equivalent; for assistance in U.G. Level the qualifying examination is H.S. or equivalent and for assistance in P.G. Level the qualifying Examination is Graduation)

6. Rank card of the entrance examination for professional courses like Diploma Eng. / B.E. / B.Tech. / MBBS / Law / Nursing / Pharmacy.

7. Allotment letter for admission in above said professional courses

8. First page of Pass Book of applicant’s active savings Bank Account where A/c. No., IFSC No. and Account Holder’s Name is clearly visible

9. Admission receipt for current academic year / semester

Uttarknya (Jalpaiguri)/Nabanna (Howrah) তে গিয়ে WBCMO Scholarship Authority এর নিকট আপনার আবেদনপত্র জমা দিলে উনারা Receipt Copy দেয়, যেটা খুব গুরুত্বপূর্ণ ডকুমেট, এটি Speed Post-এ পাওয়া যায় না বা থাকে না।
