Proposal of Capital Grant for Financial Year 2019-2020
Sending proposal of Capital Grant for the financial year 2019-2020 to Government Aided / Sponsored schools of West Bengal for Additional Class Room (ACR), Building repair, Dilapidated and dangerous building of schools, Boundary Wall and Cycle Stand for Sabuj Sathi Scheme.

He/ She is hereby requested to send proposal of Capital Grant (ক্যাপিটাল গ্র্যান্ট) of Government Aided / Sponsored schools in following category-
1. ACR (Additional Class Room), 2. Repairing, 3. Dilapidated and dangerous building of schools, 4. Boundary Wall, 5. Cycle Stand for Sabuj Sathi Scheme.
The Capital Grant as above mentioned categories has to be sent in favour of the Government Aided / Sponsored schools under his/ her Jurisdiction. He/she is further requested to check requirement (প্রয়োজনীয়তা) of the grant against the schools before sending to this office.
If any school asks for the same grant which had been allotted against the school in last five (5) years, then a specific certificate is to be attached with the proposal (প্রস্তাব) from his / her end mentioning that they have utilized (ব্যবহৃত) the fund, submitted utilization certificate to the concerned authority and proper cause of sending this proposal. A copy of utilization certificate (U.C) is to be attached with the prayer of school.
If any school asks for different category of grant, then separate proposal has to be taken from the school authority. He/she will consolidate category wise list of schools in given format as per previous financial year 2018-2019 and send it to this office. Grant wise filled in format has to be sent to this office both in hard copy (হার্ড কপি) and soft copy (in excel format). Action will not be taken without soft copy (in Excel format) of consolidated prayers of the schools from the District end.
All type of Capital Grant except ACR (অতিরিক্ত শ্রেণী কক্ষ) grant measure estimate with duly vetted from the competent authority. He/ she is requested to check whether the school authority (স্কুল কর্তৃপক্ষ) has enclosed original copy of vetted estimate with the prayer. All relevant papers like format, certificate and photo against the proposal applied for, vetted estimate where applicable level to be enclosed with the prayer of the school authority.
As directed you are requested to submit proposal of Capital Grant for financial year 2010-2020 within 15.05.2019.

In reference to the above the undersigned information that the Head of the Institutions of Junior High and Higher Secondary Schools, if required for, may apply for Capital Grant within 20.05.2019 for the following categories-
1. ACR, 2. Repairing, 3. Dilapidated and Dangerous Building of schools, 4. Boundary Wall, 5. Cycle Stand for Sabuj Sathi Scheme.
For schools to which funds have been allotted in last five years, they must have utilised fund, submitted utilisation certificate and if proper reason remains, then may apply for the same category of fund.
For Schools, which have been applied for Laboratory Grant, Library Grant in the last of 2018 but not the Grants may again apply for this Grant afresh in the changed formats as given by DSE.
For prayer regarding Capital Grant, the following the following papers need to be in Soft Copy and Hard Copy-
(i) Forwarding letter for a particular Grant.
(ii) Particular format in excel with signature of Head of Institution.
(iii) Original Vetted Plan and Estimate, also signed by Head of Institution.
(iv) Certificate in respect of possession, availability of adequate quantum of land for particular construction.
(v) Certificate in respect of existing condition of the building / Structure for repairing / renovation.
(vi) Photographs against requirement of Grant, one of them facing the school, signed by Head of Institution.
