পশ্চিমবঙ্গ Higher Education Department মেধাবী শিক্ষার্থী, যারা সর্বশেষ Board Examination এ কমপক্ষে 75% নম্বর পেয়েছেন তাদের Swami Vivekananda Scholarship প্রদান করে।এই Scholarship টিই Swami Vivekananda Merit cum Means (SVMCM) Scholarship নামে পরিচিত।বর্তমানে এটির আনুষ্ঠানিকভাবে নামকরণ করা হয় Bikash Bhavan Scholarship হিসাবে।বর্তমানে মাধ্যমিক (M.P), উচ্চ মাধ্যমিক (H.S) পরীক্ষায় উত্তীর্ণ বা B.Tech, MBBS, Diploma, Nursing, M.Phil, Ph.D.ইত্যাদি কোর্সে ভর্তিরত শিক্ষার্থীরা Swami Vivekananda Scholarship এর জন্য আবেদন করতে পারবেন। SVMCM Scholarship এর আবেদন প্রক্রিয়াটি সম্পুর্ন অনলাইনে করতে হবে।

Eligibility for Swami Vivekananda Merit cum Means Scholarship
এই Swami Vivekananda Scholarship /Bikash Bhavan Scholarship এর জন্য আবেদন করতে পারবে তারাই , যে সকল শিক্ষার্থীদের মোট বার্ষিক পারিবারিক আয় 2.5লক্ষ এবং যোগ্যতা নিম্নে দেওয়া হলো-
কমপক্ষে 75% নম্বর নিয়ে মাধ্যমিক পরীক্ষায় (M.P) উত্তীর্ণ এবং Arts / Science / Commerce নিয়ে উচ্চ মাধ্যমিক (+2 stage) ভর্তিরত শিক্ষার্থীরা Swami Vivekananda Merit cum Means Scholarship (SVMCM) এর জন্য আবেদন করতে পারেন।
Undergraduate কোর্স যেমন-Engineering / Medical/ General Education/ GNM Nursing/ Para Medical Diploma কোর্সে 1st Year /প্রথম বর্ষে ভর্তিরত শিক্ষার্থী, যারা শেষ পরীক্ষায় (Last Examination) কমপক্ষে 75% নম্বর (Best of five) অর্জন করেছে তারা SVMCM Scholarship বা Bikash Bhavan Scholarship এর জন্য আবেদন করতে পারবেন।
এছাড়াও পশ্চিমবঙ্গের পলিটেকনিক কলেজে Engineering কোর্সে 2nd Year/দ্বিতীয় বর্ষে ভর্তিরত শিক্ষার্থী, যারা শেষ ডিপ্লোমা পরীক্ষায় কমপক্ষে 75% নম্বর পেয়েছেন তারাও এই SVMCM Scholarship এর জন্য যোগ্য।
যে সকল শিক্ষার্থী মধ্যমিক পরীক্ষা (M.P) বা VOCLET পরীক্ষায় কমপক্ষে 75% নম্বর পেয়ে পাশ করে 1st Year/ প্রথম বর্ষ Diploma (Polytechnic) কোর্সে ভর্তি হয়েছে বা 2nd Year/ দ্বিতীয় বর্ষে Diploma (Polytechnic) কোর্সে ভর্তিরত, তারা এই SVMCM Scholarship এর জন্য আবেদন করতে পারবেন।
UGC লেভেল থেকে Honours subject এ কমপক্ষে 53% নম্বর প্রাপ্ত শিক্ষার্থী বা Post Graduation এর 1st Year/ প্রথম বর্ষে General Education/Engineering এ ভর্তিরত, যারা শেষ পরীক্ষায় কমপক্ষে 55% নম্বর পেয়েছেন তারা SVMCM Scholarship এর জন্য আবেদন করতে পারবেন।
বিশেষ সতর্কতা: Kanyashree K-3 এবং SVMCM Scholarship উভয়ই একই কোর্সের জন্য।এক্ষেত্রে কেবলমাত্র একটি Scholarship এর আবেদন করতে পারবেন।দুটোতেই Application করলে উভয় Scholarship বাতিল হতে পারে। এছাড়া নন নেট M.Phil, নন নেট Ph.D এবং নেট LS Ph.D তে পাঠরত শিক্ষার্থীরা এই সুযোগ পাবেন না।

SVMCM Scholarship Portal এ খুব সহজেই Registration (নতুন আবেদনের জন্য) করানো যাই Academic information এবং Personal information প্রদান করে
1. সর্বপ্রথমে Visit the Swami Vivekananda Merit cum Means Scholarship (SVMCM) Portal (website: svmcm.wbhed.gov.in)2. 'Register here' অপশনের উপর ক্লিক করুন। 3. আবেদনের আগে সমস্ত information সাবধানে পড়ুন এবং 'Proceed for Registration button' এর উপর ক্লিক করুন। 4. এবার Registration category থেকে আপনার বর্তমান কোর্স (Course Name) অনুযায়ী অধিদপ্তর/ Directorate টি বাছুন এবং ‘Apply for Fresh Application‘ button এর উপর ক্লিক করুন।

5. এর পরে Dashboard (Login-করে) এ গিয়ে নিজের Name, e-mail, Mobile Number, Date of Birth ইত্যাদি দিয়ে একটি Password তৈরি করতে হবে।
6. Registration সম্পন্ন হলে একটি Application ID Number পাওয়া যাবে, যেটির সাহায্যে পরবর্তীকালে Login করতে হবে। এই Application ID Number টি যত্ন করে লিখে রাখুন।
7. এখন Login option উপর ক্লিক করুন এবং Application Id and Password দিয়ে Login করুন।তারপরে ‘Edit Profile/Application' এর উপর ক্লিক করুন এবং বিস্তারিত তথ্য দিন।
8. Basic details গুলো পূর্ণ করুন, যেমন- শেষ পরীক্ষার (Last Examination) বিস্তারিত, বর্তমান কোর্সের নাম (Current Course), যোগাযোগের Address ইত্যাদি। এবার স্ক্যান করা Photograph এবং Signature আপলোড করে ‘Save & Next‘ এ ক্লিক করতে হবে।
9. Bikash Bhavan Scholarship এর জন্য নিম্নলিখিত স্ক্যান করা Documents গুলি SVMCM Portal এ Upload করতে হবে।
(i) Front Page of Bank Passbook. (ii) Admit Card of Madhyamik Pariksha (MP)(iii)Domicile Certificate (যেমন -Ration Card / Voter ID / Aadhaar Card ইত্যাদি).(iv) Marksheet of the last exam passed (Both side Xerox)(v) Admit Card of Last Examination(vi) Original Income Certificate (vii) Online Admission Receipt
10. Documents গুলি আপলোড হয়ে গেলে 'Save' করুন।Review your Application এ পুনরায় আপনার আবেদনটি ভালোভাবে পরীক্ষা /যাচাই করুন। সব ঠিকঠাক থাকলে ‘Finalize Application‘এ ক্লিক করে Submit করুন।
SVMCM Scholarship Application প্রক্রিয়াটি সম্পুর্ন অনলাইনে করতে হবে। তাই কোথাও Application Form বা Documents জমা দিতে হবে না।কেবলমাত্র একটি Print করে রাখুন ভবিষ্যতে জন্য /পুনরায় Login করার জন্য।

Submission of SVMCMS Fresh Application (2024-25) and Renewal Application (2023-24)

Attention to all Head of the Institutions:
Each HOI is requested to send the Excel Sheet (intermittently-7 days inetrval), comprising of the SVMCMS applicants details(to be verified from HOI's login report part) along with HOI declaration. Scholarship fund will be processed accordingly.

Swami Vivekananda Merit Cum Means Scholarship Application
Step 1: Online Registration
At first applicants need to fill up and submit the online registration form. On successful submission of the Registration Form, an Applicant ID of 15 characters will be generated and it will be used to login and complete the remaining Steps of the Application Form. The Applicant Id also required for all future correspondences. Please maintain the Password Policy, for choosing the Password in the Registration Form, as instructed. Please download the Registration Slip or note down the system generated Applicant ID for future use. The Applicant ID will also be sent to the mail id, entered at the time of registration.
Note
Eligibility criteria for application in Swami Vivekananda Merit cum Means Scholarship are mentioned in advertisement and also in the About section, available under Downloads menu and About menu respectively.
If Applicants forget their Applicant ID or Password, they can retrieve the same using Forgot Applicant ID/Password option from Applicant Login option.
Step 2: Online Application
Login with the generated Applicant ID, Password (which was set during Registration Process) and Captcha (Security Code). After successful login, fill up rest of the application forms. While uploading Scanned Copy of Image and Signature, please maintain File Format and File Size as mentioned. Image and Signature format should be JPG/JPEG and size should be in between 20KB-50KB and 10KB-20KB respectively.
Step 3 :Upload Documents
After successful submission of application forms, Scanned Supporting Document Upload form will be appeared. Upload all necessary documents as mentioned in the form. While uploading, please maintain the File format and File size, as mentioned. Files should be in PDF format and size should not exceed 400KB.
In the upload documents form, select the Competent Authority (BDO/SDO/Jt. BDO / BLRO (Panchayat Area), Executive Officer / Finance Officer / Education Officer in case of municipality, Commissioner / Dy. Com / Municipal secretary in case of Corporation Area, G.R-A Gazetted Officer) whom the Income Certificate is issued from.
Documents to be uploaded for Application
i. Mark sheet of Madhyamik Examination or its equivalent (Both sides)ii. Mark sheet of last Board/Council/University/College examination (Both sides)
ii. Admission receipt
iii. Income certificate of family
iv. Domicile certificate as Aadhaar ID/Voter ID/Ration card/Certificate Issued by concerned authority
v. Scanned copy of Bank Passbook (1st Page, containing A/C No. and IFSC)
vi. Declaration by Head of the Institution regarding the cause of Year Gap.
- (This option will appear only if applicant selects Year of Qualifying Exam as 2022 or earlier while registration)
Documents to be uploaded for Renewal Application
i. Copy of the Marksheet of the last examination in the present course of study. (Both sides and in case of semester examination system, both semester Marksheets).ii. Admission receipt for the promotion to the next higher class
Format for Income Certificate is available under Downloads option in the Top menu in all pages.
Step 4 : Submission
After successful upload, Check the application in view mode & click on Submit Application to complete the application process.
Step 5: Edit
After submission of application form in the portal there will generally not be any option to edit application details. However, if any modification (for example, change of Bank details, updating any Uploaded Document etc.)is needed after submission, applicant may approach concerned HOI for such modification. HOI will then unlock the application and the applicant will then be able to edit the application details.
- For Renewal Application, bank details may be edited from respective Directorate end. Valid reasons such as closure of bank account, minor a/c etc. are required to change the bank details subject to HOI's nod.
- If any applicant needs to change her/his Present Course of Study, i.e. Present Course Name, Institution Name, Date of Admission etc, she/he may contact helpdesk in this regard. Helpdesk will provide option to change those details.
