Acceptance of duly filled and certified Life Certificates or Jeevan Pramaan to be submitted by the Pensioners/ Family Pensioners to the pension disbursing Bank/Treasuries through messengers in the month of November every year. Life Certificates/Jeevan Pramaan can also be submitted digitally using the Aadhar card through online.

Re: Acceptance of duly filled and Certified Life Certificates to be submitted by the Pensioners/ Family Pensioners to the Bank branch through messengers.
As per West Bengal Treasury Rule No. 4.171(2) the Pensioners /Family Pensioners are required to submit Life Certificates duly verified by authorized pensions in the month of November every year to the pension disbursing Bank/Treasuries. Life Certificates can also be submitted digitally using the Aadhar based Jeevan Pramaan application.
In the current Pandemic situation it is expected that may Pensioners/Family Pensioners would refrain themselves from visiting the Bank branches/Treasuries for verification of Life Certificates by the Bank/Treasury officials and at the same time it my not be possible for them to submit their Life Certificates digitally using the Jeevan Pramaan application. It may be expected that a large number of Pensioners may submit Life Certificates duly verified by authorized persons, physically to the pension disbursing Bank branches or Treasuries, through messengers/post.
All pension during Banks and Treasuries are requested to accept the duly verified Life Certificates submitted through messengers/post and should not insist upon the physical appearance of the Pensioner/ Family Pensioner in the Bank branch/Treasury. Arrangement of Drop Boxes or Special Counters for submission of the duly verified Life Certificates by the messengers need to be made in all the pension disbursing Bank branches/Treasuries.
List of officer/pensions authorized to verify Life Certificates as per WBTR 4.171(2)
1. Gazette officer of Central/ State Government.
2. The Officers of Public Sector Banks/ Reserve bank of India
3. Register or Sub Register appointed under Indian registration Act, 1908.
4. Police Officer not below the rank of In-Charge/ Sub-Inspector of a Police Station.
5. Departmental Sub Post Master/ Post Master/ Inspector of Post Offices.
6. Head of Gram Panchayet/Panchayet Samity/Zilla Parishad.
7. Head of any Non-Government School/College.
8. Any Registered Medical Practitioner.
9. MP/MLA/Councilor/Chairman of any Municipality or Municipal Corporation.
10. Managing Director / Director/Ex. Director of any State or Central PSUs.

Discontinuance of ATM facility provided to Family Pensioners/Pensioners

In has come to our notice that some Public Sector Banks are providing the facility of ATM to the pensioners/family pensioners who are drawing pension under Part-A or Part-B Scheme. As State Government has not yet extended this facility to the pensioners any ATM card issued exclusively for this purpose is in direct contravention of established rules and regulations. Further more, it may be stated that unscrupulous use of ATM card in this regard may result in defalcation of Government money.
It is therefore, requested to firstly ensure that all Automated Teller Machine (ATM) card issued for this purpose are withdrawn and secondly the tendency of issuing ATM cards to the pensioners/family pensioners for withdrawal of pension may be removed till such time Government of West Bengal extends such facility.
All pension Disbursing officers are therefore, requested to be more vigilant before making payments of pension so as to ensure that the pensioner is not in possession of any ATM card against their Account.
