All the Head of the Institution (H.O.I) under Nadia district who have not submitted any requisite paper mentioned in the list below regarding the Arrear Bill due to restoration of stopped increment as per Government Order No. 806/SE/S/10M-29/16(III) dated 08.07.2019 and 118/SE/S/10M-29/16 dated 06.02.2018 for the affected Teachers appointed during the period 2002-2009 up to 01.07.2015, are hereby requested to submit the due papers if any to complete the files within 10 (Ten) days from the date of issue of this letter.
This is top most urgent.
NB: Listed school authorities/ incumbents are requested to complete the files within stipulated date for the quick disposal of the case. The list of the schools who have not submitted all relevant papers are attached herewith.

Submission of Arrear Salary bill for March 2021

In reference to the above noted subject, this is to inform that a few number of Teaching staff under this district are not getting Salary for the month of March, 2021 due to non submission of papers in due time and non availability of Approval in due time. Head of the Institution (H.O.I) of these schools are requested to submit required papers and collect Approval from this office within 22.03.2021 and submit hard copy of Arrear Salary for the month of March 2021 along with relevant documents (Hard copy) mentioned below of these staff on 23.03.2021 to Jugal Kishore Bera, AI of Schools (Secondary Education), Bankura. No bill will be accepted except 23.03.2021. It is needless to say that most of the staff of this office are engaged in Election Duty on 27.03.2021 for this reason this office will submit the bill at Treasury end on 24.03.2021.
The Head of the Institution (H.O.I) are also requested to send request mail with required documents to accept the teacher in i-OSMS portal mentioning Sub-division Name in the Subject of the e-mail at osmsbankura@gmail.com within 22.03.2021.

In terms of Memo No. 760-F(P1) dated 17.02.2020, a government employee reaching the last Cell of any particular Level in the Pay Matrix under WBS (ROPA) Rules 2019, shall draw annual increment for stagnation beyond the last Cell of that particular Level at the same amount at which it was last drawn subject to a maximum of 06 (six) such increment.
2. A question has now been raised as to how the pay of an employee drawing stagnation increment shall be fixed on promotion to higher post or to higher Level (Functional or Non-functional).
3. After careful consideration of the matter, the Governor is pleased to order that when an employee while drawing stagnation increment(s) in the Lower post /level is appointed on promotion to higher post or is appointed to higher Level under promotion policy circular 1981 or MCAS 2001 as notified vide Memo No. 3015-F dated 13.03.2001 read with Memo No. 6042-F(P2) dated 07.11.2019, his pay in the higher post /Cell shall, in relation to the pay of the lower post /Level, be fixed at the next higher Cell keeping the date of increment unchanged,
4. The benefit of para 3 above will also be admissible when such 'next higher Cell' is beyond the last Cell of the Level of the higher post /higher Level. The excess over the last cell being deemed to be stagnation increment(s) in the Level of the higher post/ higher Level, which together with future stagnation increment(s) shall not exceed 6(six).
5. The provision of this Memo. Shall be notionally effective from 01.01.2016 with actual effect from 01.01.2020.
