Amount Payable to Reserve PPs posted for Election duties at Polling Stations

This is to inform you that direct payment to the bank account of Polling Personnel has been made from this end including allowances for night halt (Rs.150/-) to the Reserve Polling Personnel. No election allowance is to be made to Reserve Polling Personnel who are released either on P-1 or P day.

The Reserve PPs who are posted for election duty at the Polling Stations from DC/RC or thereafter will be paid the balance amount as (column-4),

Lifting of Model Code of Conduct

Sir,
I am directed to state that the provision of Model Code of Conduct are enforced from the date of announcement of election schedule by the Election Commission and it remains in operation till completion of election process.

2. Now, that the results in respect of General Election to the State Legislative Assemblies of Assam, Kerala, Tamil Nadu, West Bengal and Puducherry, 2021 and bye elections to various Parliamentary and Assembly constituencies in various States have been declared by the respective Returning Officers, the Model Code of Conduct has ceased to be in operation with immediate effect.

3. This may be brought to notice of all concerned .

Damage or Loss of IR Thermometers during 1st Phase Election

Sir/Madam,
From the experience of First Phase of election, it has been observed that considerable quantity of IR Thermometers (around 5%), are either missing or lost. As per letter of Secretary, Health & Family Welfare Department vide Memo No. WBMSC/0984 dated 13.03.2021, it was clearly mentioned that the Presiding Officer should be released only after the IR Thermometer of his polling station is received back. For loss/ damage or IR Thermometer action may be taken against the concerned 'Presiding Officer.'

Now, consequent upon such loss you are again requested that to enquire into the matter and take appropriate action. Action taken report from your end may be sent to this end for further course of action.

I am directed by order of the Governor to say that the Governor has been pleased to accord sanction to provide lunch packets @ Rs. 170/- (Rupees one hundred seventy) only per head per day to the Polling Personnel during the lunch break of 1st day long General Training and another day's Long Hand Training in connection with the General Elections to West Bengal Legislative Assembly 2021.

The expenditure is debitable to the Head Account '' 2015 Elections-00-106-Charges for Conduct of Election to State Legislature-Administrative Expenditure-001-Assembly Election(III)-V-50-Other Charge".

This order issues with the concurrence of the Finance Department vide their U.O. No. Group D/2020-2021/0305 dated 21.02.2021

2. All Government Offices, Organization under it, Undertakings, Corporations, Boards, Statutory and Local Bodies, Educational Institutions etc. situated within the Assembly Constituency (AC) will remain closed on the respective dates so that every employee is able to exercise his/her right to franchise in the election.

3. Labour Department will issue suitable instructions to shops, commercial and industrial establishments including Tea Gardens to declare the said dates for the concerned Assembly Constituency as paid holiday for the workers to enable them to exercise their franchise in the election.

4. In case of an employee working outside his concerned Assembly Constituency (AC) and where the date of poll has not been declared as holiday in this place of work as tabled in Para-1 above, he/she shall be permitted to cast his/her vote by way of allowing special leave on the date.

5. In case of re-poll, the employees/workers shall be allowed to cast their votes on the date of re-poll also in the manner as stated in Para-4 above.

6. The  days before the respective dates of poll being the date of dispatch shall be declared as local holiday for the Educational Institutions /Government Offices etc. which will be used as Polling Stations/Sector Office/Distribution cum Receiving Centre or for any other election related purpose, situated within the respective Assembly Constituency (AC) except the day of 25.04.2021 as the same being Sunday, public holiday under N.I. Act 1881.

7. If the poll process continues up to late hours on the poll date(s) as stated in the Table in Para-1 pre-page, the polling parties may obtain their release from the respective Reception Centres in the small hours of the morning (or even afterwards) of the said poll date [i.e. as in Col.(2) of the Table in Para-1 overleaf] finding it difficult for them to attend office in time. In consideration of the situation, special leave may be allowed on the following day of the poll on 7th. 23rd, 27th and 30th April, 2021 to the officers and employees who will be deployed for polling duties.

Under such circumstances the work of Assured Minimum Facility (AMF) is going on at different Polling Station by the District Authority. It is reported that during booth visit by the District/ Block officials some schools are remaining closed.

In this situation I would like to request him/her to issue necessary instruction to all Head Teacher/Teacher in Charge under his /her jurisdiction to keep open the schools for ensuring Election Urgent Works at polling station.

This will be treated as urgent.

Vaccination of Person who engaged for Election Duties

As you are aware, COVID-19 vaccination has been introduced nation-wide in a phased manner and as a priority vaccination of Health Care Workers (HCWs) and Front Line Workers (FLWs) has been taken up first.

2. Electoral process for Legislative Assembly is about to be initiated in the 5 States/UTs namely Assam, Kerala, Puducherry, Tamil Nadu and West Bengal and large number of election officials, security forces, observers etc. will start working in Elections in these States before the commencement of election process. Therefore, in view of urgency and public interest, the National Expert Group on Vaccination Administration for COVID-19 (NEGVAC) has recommended that all those officials and employees who are to be deployed/engaged for election related duties in these Elections would be treated as FLWs for the purpose of COVID-19 vaccination.

3. You are, therefore, requested to direct the concerned officials to ensure identification of such official and employees who are to be involved in election process and get their database prepared and uploaded on CoWIN portal so as to vaccination them long with other FLWs. It is also requested that while preparing and uploading the information regarding PRI/Revenue/FLWs which are already included under the specified category may be verified to avoid any duplication.

Waiving of Poll duty for PWD Official

Waiving of Poll duty for PWD official involved in election infrastructure creation and road restoration work

In view of the ensuing Assembly Elections, PWD has been entrusted with creation of temporary election related infrastructure e.g DCRC, Counting Centres, Strong Room works etc. for districts and for CPMP related infrastructure facilities for Police. In addition, a number of roads are under repair/maintenance or construction for ensuring smooth movement of men and material for smooth conduct of elections. PWD officials at different levels have been entrusted to carry out these election related tasks.

2. However, it is being observed that many Junior Engineers, Executive Engineers and even Superintending Engineers are being allotted duties of Polling Officers, Presiding Officers etc. in the district. Needless to say, those who have been drafted for such duties will not be able to take up election related infrastructure and road related works.

3. In view of the above, it is requested that necessary communication may please be made to the district authorities for waiving off election duties to these Engineering officers, who are entrusted with work for construction of election related infrastructure and also those who are involved in road restoration works.
