Introduction of online transfer portal 'Utshashree' for teachers

Sir/Madam,
This is to inform you that the Hon'ble Minister in charge School Education Department, Government of West Bengal will launch 'Utshashree', an online portal for transfer for the teachers working in Government Sponsored and Aided Primary, Upper Primary, Secondary and Higher Secondary Schools on 31st July, 2021. The portal will be available to the teachers for applications on and from 2nd August, 2021. All the DIs along with their resource teams have already been oriented on the issue.

The portal has been designed to give an opportunity to all willing teachers to apply for transfer to any school of the State of their choice necessitated due to sickness of self or near family members, long distance, physical disability or some other specified grounds. The transfer applications will be processed on line based on certain logic like availability of vacancy, teacher's eligibility criteria, production of proper medical certificate and other supporting documents etc. The entire process would be transparent, time bound and hassle free. The live status of application will be available on the portal as well as communicated to the applicant through SMS and e-mail at each stage.

Priority transfer will also be made available on the basis of certain grounds like terminal illness etc. Salient feature of the Portal along with FAQ are attached here with as a ready reference.

It will not be out of place to mention that without your active support and supervision, it will not be possible to ensure smooth functioning of such robust online portal.

I would therefore request you to review the progress made from time to time. Concerned ADM in charge Education may be advised to take all necessary steps for successful implementation of the scheme and to ensure that all DI, DPSC and all institutions  are working in tandem as per the provisions of the portal.

This is to inform all Head of the Institution (HOI) of Schools under the control of this office, on Orientation Programme is scheduled for all HOI of Schools will be held on 27.07.2021 and 28.07.2021 respectively in 11 phases (schedule attached) in connection with Utsashree (Teacher Transfer) through virtual mode (Google Meet). She/he is requested to join this Orientation programme as per schedule. The Meeting link will be shared well ahead by the concerned Circle Sub-Inspector of Schools like earlier meetings.

FAQ of Transfer Module (OSMS)

General features of Teacher Transfer

Question-1.
I am an approved whole time teacher. I want to apply online. Where can I submit ?
Answer: To be submitted online at osms.wbsed.gov.in 

Question-2.
How can I apply online?
Answer: Teachers to log in the portal with their Teacher Unique Code and PAN. If Unique Code matches with PAN as per OSMS database, a verification code will be sent to registered Mobile and e-mail of the applicant. After submitting the verification code the applicant can login to submit transfer application online. 

Question-3.
What is my Teacher Unique Code ?
Answer: It is 8 character long alpha numeric code generated by the system in the format ABCD1234, ABCD being any 4 characters from A to Z, 1234 being any 4 numbers from 0 to 9.

Question-4.
Where can I get my Teacher Unique code ?
Answer: If a teacher does not know his/her Unique Code he/she may contact-
Circle Sub-Inspector of Schools (SIS) for primary
Head of the Institution (HOI) for secondary
(also available in any OSMS generated pay slip of the applicant)

Question-5.
Am I eligible to apply ?
Answer: You have to serve in the present school and present post for at least 5 years.
Your age must be less than 59 years
You are not under suspension, DP, Judicial Proceedings or financial irregularity
You have not refused transfer order in recent past (locking period 7 years) 
You cannot seek transfer within the Circle of your present school in case of Primary teachers and within 25 km from present posting in case of Secondary teachers.

Question-6.
What are the grounds for which I can seek transfer ?
Answer: If-
You are suffering from serious disease (as mentioned)
You are in PH category (40% and above)
You are female teacher and facing serious problems in attending schools on ground of divorce or death of husband.
Your age is 57 and above and willing for home district (নিজের জেলায়) transfer.
Any other valid reasons.

Question-7.
After making application to whom I contact for persuasion of my application. 
Answer: You need not peruse to anyone. It is a time bound system and you will get updated status of your application automatically.

Applicant level for Primary Teacher


Question-8.
How many schools can I choose ?
Answer: 3 schools according to your choice where Pupil Teacher Ratio (PTR) will permit,
Please check PTR (Pupil Teacher Ratio), Low PTR denotes low enrolment. Avoid choosing such schools as such schools if preferred may be rejected later on for transfer.

Question-9.
Can I choose 3 three schools from 3 different districts ?
Answer: Yes, use Inter-District transfer menu.

Question-10.
I’m Head Teacher of a primary school, can I apply ?
Answer: Yes, in vacant Head Teacher posts only.

Question-11.
I’m Teacher in Charge (TIC) of a primary school, can I apply ?
Answer: Yes, but in vacant Assistant Teacher (AT) posts only, you have to join as Assistant Teacher (AT) in new school.

Question-12.
Can I apply for Mutual Transfer online ?
Answer: Yes, Available under Mutual Transfer Management menu.

Question-13.
Can I get updated status online ?
Answer: Yes, updated status of transfer application can be available.

Question-14.
Whether my application can be rejected by higher authority ?
Answer: Yes, if any violation of eligibility and/or transfer ground.

Question-15.
Who is my next higher authority ?
Answer: Circle Sub-Inspector of Schools.

Question-16.
Which documents I need to upload ?
Answer: Any document supporting your reason of transfer (e.g medical ground, PH etc.)
Birth certificate of child (in case Female teachers claiming inconvenience)
Previous transfer order (if any).
Distance supporting document
All documents in jpg or pdf format (Maximum size 200 KB)

Circle Sub-Inspector Level (For Primary Teachers)

Question-17.
Which documents Circle Sub-Inspector of Schools to check ?
Answer: While forwarding any application to higher authority (DPSC), Sub-Inspector of Schools to verify in Yes/No format regarding the status of present school (surplus/deficit of teachers) as well as the applicant (valid transfer reason, Length of service, litigation, previous transfer record, transfer refusal etc).

Question-18.
Whether Circle Sub-Inspector of Schools can send application back to applicant ?
Answer: Yes, giving reason thereon.

DPSC level (For Primary Teachers)

Question-19.
How many types of transfer DPSC to handle ?
Answer: Intra-District Transfer (Transfer request within own district of DPSC)
Inter-District Transfer (Transfer request to other districts).

Question-20.
What are the list of checks DPSC need to perform while forwarding application to next stage ?
Answer: While forwarding any application to next stage, DPSC to check in Yes/No format regarding the status of the school as well as the applicant (valid transfer reason, Length of service, litigation, previous transfer record, transfer refusal etc). 

Question-21.
Which document to upload ?
Answer: In case of transfer on medical ground, DPSC to upload certificate from CMOH.

Question-22.
What is next step ?
Answer: For Intra-District Transfer (own district), preferred school by the applicant can be tagged and Transfer order may be generated online.
For Inter-District Transfer (other district) DPSC to forward the application to WBBPE for onward processing of the application. 

Question-23.
Whether DPSC can send application back to Circle Sub-Inspector of Schools ?
Answer: Yes, giving reason thereon.

Question-24.
Whether DPSC can forward application to the higher level without obtaining opinion from the CMOH in case of transfer seeking on medical reason?
Answer: No. Without obtaining opinion from the CMOH the DPSC cannot forward application to the higher level in case of transfer seeking on medical reason.

Applicant level for Secondary Teacher

Question-25.
How many schools can I choose ?
Answer: 3 schools, subject to availability of vacancy in your desired school matches with your Academic Section and Academic Subject (school list will be populated accordingly).

Question-26.
I’m Headmaster (HM), can I apply for transfer ?
Answer: Yes, in vacant Headmaster (HM) posts only.

Question-27.
I’m Assistant Headmaster (AHM), can apply for transfer ?
Answer: Yes, but in vacant Assistant Teacher (AT) posts only, you have to join as Assistant Teacher (AT) in new school.

Question-28.
I’m TIC (Teacher in Charge) can apply for transfer ?
Answer: Yes, but in vacant Assistant Teacher (AT) posts only, you have to join as Assistant Teacher (AT) in new school.

Question-29.
Can I get updated status online ?
Answer: Yes, updated status of transfer application can be available.

Question-30.
Whether my application can be rejected by higher authority ?
Answer: Yes, if any violation of eligibility and/or transfer ground.

Question-31.
Who is my next higher authority ?
Answer: Head of your Institution (HOI) 

Question-32.
Which documents I need to upload ?
Answer: Any document supporting your reason of transfer (E.g Medical ground, PH etc.)

Question-33.
Which document to upload ?
Answer: No Objection Certificate (NOC) of the School Authority and opinion of the Doctor member of the School Managing Committee (SMC) in case of transfer seeking on medical reason.

Question-34.
In my school there is no Managing Committee (MC) presently. So, no Doctor member is available. May I forward the application seeking transfer on medical reason ?
Answer:Yes.

Question-35.
My school is an Aided school and no Doctor member is available in the Managing Committee (MC). May I forward the application seeking transfer on medical reason ?
Answer: Yes.

Question-36.
What are the list of checks Head of the institution (HOI) need to perform while forwarding application to District Inspector of schools ((DI) ?
Answer: While forwarding any application to higher authority ( District Inspector of schools), Head of the institution (HOI) to check in Yes/No format regarding the status of the school as well as the applicant (valid transfer reason, Length of service, litigation, previous transfer record, transfer refusal etc) and may give any remarks.

Question-37.
Whether Head of the institution (HOI) can send application back to applicant ?
Answer: Yes, giving reason thereon.

District Inspector of schools, Secondary Login (For Secondary Teachers)

Question-38.
What are the list of checks District Inspector of schools (DIS) need to perform while forwarding application to next stage ?
Answer: While forwarding any application to higher authority West Bengal School Service Commission (WBSSC), District Inspector of schools (DIS) to check the Yes/No format as forwarded from the school. In case of transfer seeking on medical reason, the District Inspector of schools (DIS) is required to obtain opinion from the CMOH.

Question-39.
Whether District Inspector of schools (DIS) can forward application to the higher level without obtaining opinion from the CMOH in case of transfer seeking on medical reason ?
Answer: No. Without obtaining opinion from the CMOH the District Inspector of schools (DIS) cannot forward application to the higher level in case of transfer seeking on medical reason.

Question-40.
Which document the DIS (District Inspector of schools) will upload ?
Answer: In case of transfer seeking on medical ground, District Inspector of schools (DIS) is to upload certificate from CMOH.

Question-41.
Whether District Inspector of schools (DIS) can send application back to Head of the institution (HOI) ?
Answer: Yes, giving reason thereon.
