Last Basic Pay
G.O No. 157-Edn(B) Dated 13.06.1990 অনুসারে Retirement এর সময় কোন Teacher বা Non-teaching Staff শেষ মাসে যে Last Salary পান, তার Basic Pay কে Last Basic Pay বলে।

বর্তমানে ROPA-2019 মোতাবেক ঐ Teacher বা Non-teaching Staff, Pay-Matrix এর যে Level এবং Cell এর Basic পান, সেটাই তার Last Basic Pay.

Emoluments
G.O No. 437-SE(P&B)/SL/5S-408/19 Dated 13.12.2019 অনুযায়ী Last Salary এর Basic Pay, D.P এবং (Dearness Allowance) D.A এর যোগফলকে Emoluments বলে।
 
Emoluments = Basic Pay + D.P + D.A

Qualifying Service
Teacher বা Non-teaching Staff এর প্রথম দিন (1st Joining date) থেকে অবসর (Retirement) পর্যন্ত, যত বছর, যত মাস, যতদিন সময় হলো, সেই সময়-কালকে Qualifying Service বলে। এই Qualifying Service সর্বোচ্চ 33 বছর। Extraordinary Leave এবং Without Pay Leave এই Qualifying Service থেকে বাদ যাবে। কিন্তু Medical Leave (ML), Casual Leave (CL), Commuted Leave এই ছুটি গুলি সবেতন মানে Salary চালু থাকে। তাই এই ধরণের Leave গুলো Total Service Period থেকে বাদ যাবে না।

Unit of Service
G.O No. 26-SE(B) Dated: 02.02.2009 অনুসারে কোন Teacher বা Non-teaching Staff এর চাকুরীর প্রতি 6-মাসকে এক Unit of Service বলে। অর্থাৎ 1বছরে 2 Unit. এইভাবে সর্বোচ্চ 66 টা Unit of Service হবে। 3 থেকে 8 মাস হলে 1 Unit of Service এবং 9 থেকে 12 মাস হলে 2 Unit of Service ধারা হবে। নিচে বিস্তারিত আলোচনা করা হলো-

Provisional Gratuity

 DCRB-1981 Para 35 অনুসারে কোন Teacher বা Non-teaching Staff অবসর নেওয়ার পর যদি কোন কারণ বসত: Pension এর কাগজ-পত্র জমা দিতে দেরি হয় বা Pension এর টাকা পেতে দেরি হয়, সেক্ষেত্রে দুই (2) বছরের জন্য Provisional Pension চালু করা হয়। এই Provisional Pension এর পরিমান হবে Actual Pension এর 100% ই। 

Provisional Gratuity এর ক্ষেত্রে Calculation করার পরে যে Gratuity হবে তার 10% বা Rs.10,000/- (দশ হাজার) টাকা, যে পরিমানটা কম হবে সেই পরিমান অর্থ বাদ দিয়ে (বিয়োগ করে) যেটা দাড়াবে সেই পরিমান অর্থকে Provisional Gratuity বলে। 

Eligibility for Gratuity

কোন Teacher বা Non-teaching Staff 1-বছর চাকুরী করলেই Gratuity পাবেন। কিন্তু Pension পাওয়ার জন্য Minimum 10-বছর চাকুরী করতেই হবে। G.O. No. 157-Edn(B) Dated:13.06.1990 অনুসারে মাত্র 1-দিন চাকুরী করে মারা গেলেও Death Gratuity পাবেন। 1-বছর চাকুরীর পর মারা গেলে Family Pension পাওয়া যায়।

Calculation of Gratuity

 Gratuity এর Calculation দুটি রকমারের হয়, নিচে বিস্তারিত দেওয়া হলো-

10 বছরের কম Service হলে-
  Gratuity= Emoluments X Unit of Service by 2
[Emoluments = Basic Pay + D.P + D.A]


10 বছরের বেশি Service হলে-
 Gratuity= Emoluments X Unit of Service by 4
[Emoluments = Basic Pay + D.P + D.A]

Example for Calculation of Gratuity

একজন Teacher বা Non-teaching Staff 19.06.1999 তারিখে কোন একটি বিদ্যালয়ে Join করেছেলেন এবং 31.03.2022 তারিখে অবসর নিয়েছেন। উনার Gratuity হবে Rs.7,42,759.00 হিসাবটি নিচে দেওয়া হলো-

উনার Service Period = 22 বছর 09 মাস 12 দিন 
Unit of Service = (44+1)=45

As per ROPA-2019
Basic Pay: Rs.64,100.00  D.A (3%) Rs:1,923.00
 Level-11 Cell-23

Emoluments = Basic Pay + D.P + D.A
                          = Rs. 64,100.00 + Rs. 1,923.00
   = Rs.66,023.00

Gratuity= Emoluments X Unit of Service by 4
                                                            = Rs. 66,023.00 X 45 by 4
                                                            = Rs.7,42,758.75
                                                            or Rs.7,42,759.00
