Criteria and Timeline for up-gradation of Schools

In partial modification of Memo No. 1827-SE/S/SED-11099/50/2022 dated 30.12.2022 and with the approval of the competent authority, process of up-gradation of Schools, minimum criteria for up-gradation, timeline are listed as follows:

|
(1) Have at least 40 effective enrollment in each class. (2) School should have proper infrastructural facility. (3) Have a library with not less than 500 books. (4) Have not more than 5% drop out rate in each class. (5) Have students admission procedure and fees structure duly published by the Managing Committee of the School (for un-aided School). (6) Have sufficient teachers. Following 86-SE and 479-SE

(1) If there be no Higher Secondary School of same medium and nature (Boys/Girls) within 3 km radius. (2) Total number of students of the school will be above 500 where number of students in class IX-X should be at least 140. (3) School should have proper infrastructural facility. (4) If school want to introduce laboratory based subjects in Higher Secondary stream, then there should be laboratory room with proper measurement. (5) Have a library with not less than 750 books. (6) The percentage of passing out in M.P Examination in the last three years need to be above 50%. (7) In the normal strength of teachers in different groups at least 40% of the existing teachers must have higher qualification so that they can continue the classes in Higher Secondary Section. D.I.s will inspect with D.L.I.T and forward report with views to D.S.E.

If there by any shortcomings in the proposal that has to be overcome by this time span of 25 days.

Directorate of School Education
|
D.S.E will inspect/scrutiny papers and D.L.I.T report and make scrutiny sheet with views on recommendation of up-gradation and forward to Department along with D.L.I.T report

If there by any shortcomings in the papers/report received from D.I.s (S.E), that has to be overcome by this time span of 7 days.
|
School Education Department
|
Departmental Section will place the matter before competent authority and if approved by competent authority, N.O.C be issued to W.B.B.S.E / W.B.C.H.S.E
|

|
If there by any shortcomings in the papers/ report received from D.S.E, that has to be overcome by this time span of 7 days.
|
W.B.B.S.E / W.B.C.H.S.E
|
W.B.B.S.E will grant up-gradation status for Junior High to High and W.B.C.H.S.E will grant up-gradation status for High to Higher Secondary following existing norms.

If there by any shortcomings in the papers/ report received from D.S.E / Schools, that has to be overcome by this time span of 7 days. Department will follow up with W.B.B.S.E / W.B.C.H.S.E till issuance of up-gradation order.

This timeline shall come into force w.e.f the date of issue of the notification.

In reference to the aforesaid subject the undersigned is directed to enclose here with two proforma Scrutiny Sheet for Junior High to Secondary up-gradation and High to Higher Secondary up-gradation respectively for submission to this end under his/her authentication along with the D.L.I.T report regarding any proposals for up-gradation. Henceforth he/she is requested to submit two copies of the said D.L.I.T proposal to this Directorate.
The above instructions should be strictly adhered to in case of submission of any proposals regarding up-gradation.
