Madam/Sir, 
Government of West Bengal has formulated a new Scholarship Scheme from the financial year 2022-2023 for OBC students namely Medhasree.

A copy of the Notification No.186-BCW/6S-07/2022 dated 02.02.2023 containing the guidelines of the newly introduced scholarship scheme along with SOP (Standard Operating Procedure) is enclosed for ready reference.

Wide publicity should be given to the scheme to ensure maximum coverage. Inspectors/Additional Inspectors should mandatory be tagged to each school within the jurisdiction of the district. These entrusted officers will be maned as "Nodal Officer for Madhasree for the respective schools".

Schools with their login credentials of Shikashree can make entries and enroll students.

I would request you to convey suitable instruction to all stake holders to strictly adhere to the guidelines and undertake the initiatives to ensure that all eligible students come under the ambit of the scheme are enrolled and no eligible student is left out.

Government of West Bengal has started a new scholarship scheme namely Medhashree Pre-matric Scholarship to Other Backward Classes students studying in Class V to VIII in Government /Government Sponsored /Government Aided Schools in West Bengal from the Financial Year 2022-2023 on wards to be funded entirely from the State Budget.

Guidelines for Medhashree Pre-matric Scholarship to OBC Students


Introduction and Objective
To address the growing aspiration for education in the OBC (Other Backward Classes) communities of the state and with of providing them more avenues for socio-economic and educational development by extending financial support and encouragement to the students, the State Government has decided to launch Medhashree Pre-matric Scholarship to the OBC (Other Backward Classes) students studying in Class V to VIII in Government /Government Sponsored /Government Aided Schools in West Bengal to be fully funded from the State budget from the financial year 2022-2023 on wards.

Extent of Scholarship
The scholarship under this scheme will be provided to students belonging to the OBC (Other Backward Classes) communities and studying in class V to VIII in Government /Government Sponsored /Government Aided Schools in West Bengal.


Eligibility Criteria
(i) Application must be a domicile of West Bengal and belonging to OBC (Other Backward Classes) as per notifications of Backward Class Welfare Department.

(ii) Must be a regular full time student studying in a School/Institution recognized by an educational Board/ Council of the State/ Central Government.

(iii) Only day scholars students studying in West Bengal can apply for this scholarship.

(iv) The award once made will continue up to Class-VIII subject to other conditions of eligibility.

(v) Students receiving Pre-matric Scholarships/ financial assistance from any other Government schemes shall not be eligible for Medhasree. Incumbents received any other scholarships/ Stipends of similar nature in addition to Medhasree shall be liable to refund the scholarship amount paid under Medhasree.

(vi) Students must have a valid bank account with core banking facility.

(vii) Scholarship for studying in any class will be available for only one year. If a student has to repeat a class, he/she would not get scholarship for that class for multiple year. However, it he or she is promoted to next class subsequently he/she will enjoy the benefit provided the applicant is otherwise eligible.

(viii) Annual family income of the student should not exceed Rs.2.50 lakh. A certificate to that effect by the competent authority is to be provided as embodied in the application form.

(ix) Students studying in institutes outside West Bengal will not be eligible for the scholarship.

Rates of Scholarships
The present rates of scholarship is Rs.800/- (Rupees eight hundred) only per annum per beneficiary.


Nodal Organisation
The Backward Classes Welfare and Tribal Development Directorate will be the Nodal Organization for implementation of this scheme.

সম্প্রতি রাজ্যের মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় একটি নতুন Scholarship উদ্বোধন করেছেন যা Medhashree Scholarship নামে পরিচিত। এই Scholarship অনগ্রসর শ্রেণী (Backward Classes) এবং সংখ্যালঘু সম্প্রদায় (Minority Communities) এর ছাত্র-ছাত্রীদের জন্য উপলব্ধ। মুখ্যমন্ত্রী রাজ্যের বিভিন্ন গ্রাম/শহরের মানুষের সুবিধার জন্য এই Scholarship-এর ঘোষণা করেন।এই Scholarship-এর মাধ্যমে সংখ্যালঘু সম্প্রদায়ের (OBC) লোকদের আর্থিক সুবিধা প্রদান করা হবে।

Objective of Medhashree Scholarship

এই Scholarship-এর উদ্দেশ্য হল সমাজের আর্থিকভাবে অনগ্রসর শ্রেণীর (Backward Classes) লোকদের আর্থিক সুযোগ প্রদান করা।সম্প্রতি মুখ্যমন্ত্রী এই প্রকল্পকে Medhashree Scholarship হিসাবে বর্ণনা করেন।তিনি বলেন আগের মতোই এই বৃত্তির সুযোগ প্রদান করা হবে অনগ্রসর শ্রেণী (Backward Classes) এবং সংখ্যালঘু সম্প্রদায় (Minority Communities) এর ছাত্র-ছাত্রীদের মধ্যে। এই প্রকল্প কিছু দিন যাবৎ বন্ধ ছিল।

Eligibility Criteria for Medhashree Scholarship

এই Medhashree Scholarship -এ আবেদন করার জন্য ছাত্র-ছাত্রীকে অবশ্যই নিম্নলিখিত যোগ্যতার মানদণ্ড (Eligibility Criteria) অনুসরণ করতে হবে-
  • ছাত্র-ছাত্রীকে অবশ্যই পশ্চিমবঙ্গের স্থায়ী বাসিন্দা হতে হবে।
  • ছাত্র-ছাত্রীকে OBC বিভাগের অন্তর্গত হতে হবে।

Rates/Award of Medhashree Scholarship

যারা Medhashree Scholarship এর জন্য আবেদন করছেন তাদের নিম্নলিখিত বৃত্তি প্রদান করা হবে-
এই Medhashree Scholarship এর জন্য আবেদনকারীকে প্রতি মাসে Rs.800/- (আট শত) টাকা বৃত্তি প্রদান করা হবে।

উত্তর: এই প্রকল্পের মূল উদ্দেশ্য হল OBC আবেদনকারীদের তাদের শিক্ষা সম্পূর্ণ করার সুযোগ প্রদান করা।

প্রশ্ন-2: পশ্চিমবঙ্গ Medhashree Scholarship এর জন্য কী সুবিধা দেওয়া হয় ?
উত্তর: আবেদনকারীকে আর্থিক সহায়তা প্রদান করা হবে, যাতে এই বৃত্তির মাধ্যমে তাদের শিক্ষা চালিয়ে যেতে পারেন ।

প্রশ্ন-5: আমি Pre-matric Scholarships পাই, তাহলে আমি কি Medhashree Scholarship এর জন্য আবেদন করতে পারি ?
উত্তর: না ।

প্রশ্ন-6: আমি কিভাবে পশ্চিমবঙ্গ Medhashree Scholarship এর জন্য আবেদন করতে পারি ?
উত্তর: এটি একটি Online পদ্ধতি। আবেদনকারী ‘Sikshashree' Official Website এর Scholarship Portal এ আবেদন করতে হবে।

প্রশ্ন-7: Medhashree Scholarship তে প্রাপ্ত অর্থের পরিমান কত ?
উত্তর: প্রতি মাসে Rs.800/- (আট শত) টাকা।

প্রশ্ন-8: Medhashree Scholarship তে করা যোগ্য, করা এই সুবিধা পাবে ?
উত্তর: যে সকল OBC সম্প্রদায় ভুক্ত ছাত্র-ছাত্রীরা পঞ্চম শ্রেণী থেকে অষ্টম শ্রেণীতে পাঠরত, তারাই এই Scholarship পাবেন। 

প্রশ্ন-9: একই শ্রেণীতে থাকলে অথবা অউত্তীর্ণ (Fail) হলে, এই Medhashree Scholarship তে আবেদন করা যাবে ?
উত্তর: না। 

প্রশ্ন-10: Medhashree Scholarship এ পারিবারিক বার্ষিক আয় কত ?
উত্তর: 2.5 লক্ষের বেশি হবে না।

Application Procedure for Scholarship

Medhashree Scholarship তে আবেদন করার জন্য নীচে দেওয়া সহজ পদ্ধতি অনুসরণ করতে হবে।সকলের সুবিধার্থে, Online Application Form টি কীভাবে পূরণ করতে হবে সেটি Step by Step এখানে দেখানো হল।

Medhashree Scholarship এর জন্য আবেদন করতে চাইলে নিম্নের পদক্ষেপগুলি অনুসরণ করুন-
(A) প্রথমে ‘Sikshashree' এর Official Website এ যেতে হবে। এখনেই ‘Medhashree Scholarship' Online application করতে হবে। 

(B) Login হওয়ার পর  নিম্নলিখিত তথ্যগুলি fill-up করুন -
(i) Select "User Type"
(ii) Select "District"
(iii) Select "Sub-Division"
(iv) Select "Block/ Municipality"
(v) Then Select "School"
(vi) Now type "User ID"
(vii) Type "Password"
(viii) Put the "Captcha" shown above in the specified box.

(C) Now click on "Login" button
(D)You will be directed to "Dashboard"
(E) বাম দিকে আপনি দেখতে পাবেন “Applications” এখানে ক্লিক করুন। 
(F) তারপর  “All Applications List” উপর ক্লিক করুন। 
(G) একটা নতুন Page খুলবে। Page এর উপরের বাম দিকে "Fresh Application" দেখতে পাবেন। এটিতে ক্লিক করুন।
(H) খুব ভালোভাবে /সাবধানতার সাথে "Fresh Application Form" টি পূরণ করুন।
(I) সম্পূর্ণ Application Form টি পূরণ হয়ে গেলে, নির্দিষ্ট বাক্সে "Captcha" টাইপ করুন। 
(J) তারপর "Submit" বোতামে ক্লিক করুন।

পশ্চিমবঙ্গ সরকারের/সরকারী অনুদানপ্রাপ্ত অনাবাসিক বিদ্যালয়ে/মাদ্রাসায় বর্তমানে অষ্টম শ্রেণীতে পাঠরত ছাত্র-ছাত্রীদের জন্য এই বৃত্তি। 
  • পরীক্ষার তারিখ : 17.12.2023
  • বৃত্তির পরিমান : মাসিক 1000 টাকা
  • যোগ্যতামান :  ছাত্র-ছাত্রীদের পরীক্ষায় আবেদন করার জন্য নিম্ন লিখিত শর্তাবলী পূরণ করতে হবে :
1. সপ্তম শ্রেণীতে নূন্যতম 55% নম্বর পেতে হবে (5% নম্বর শিথিল হবে তফশিলি জাতি (S.C) /তফশিলি উপজাতি (S.T)/ শারীরিক ভাবে অক্ষম ছাত্র-ছাত্রীদের জন্য)।
2. পারিবারিক বার্ষিক আয়ের ঊর্ধ্বসীমা 3,50,000/-
  • আবেদনের সময়সীমা : 23.06.2023 থেকে 25.07.2023 তারিখের মধ্যে www.scholarships.wbsed.gov.in এ অনলাইন আবেদন করতে পারবে। 
  • যোগাযোগ : পরীক্ষা সংক্রান্ত বিস্তারিত তথ্য www.banglarshiksha.gov.in এবং www.scholarships.wbsed.gov.in এ পাওয়া যাবে। এছাড়া, প্রয়োজনে জেলা বিদ্যালয় পরিদর্শক (মাধ্যমিক শিক্ষা)/অতিরিক্ত জেলা বিদ্যালয় পরিদর্শক (মাধ্যমিক শিক্ষা) এর কার্যালয়ে যোগাযোগ করা যেতে পারে।
