Subject: Revision of Material Cost w.e.f. 1st May 2025 under PM POSHAN Scheme-regarding.

Respected Sir/Madam,
I am directed to inform that it has been decided with the approval of the competent authority to increase the Material Cost to Rs.6.78 for Bal Vatika and Primary and Rs. 10.17 for Upper Primary classes under the PM POSHAN Scheme w.e.f. 01st May 2025. The Material Cost will be shared between the Centre and the State as per the existing funding pattern of 90:10 for the States of North Eastern Region (NER) and 2 Himalayan State & UT of J&K, 100% for Union Territories without Legislature and 60:40 for other State as well as 2 Union Territories with Legislature (Delhi and Puducherry). 
The revised rates of Material Cost admissible w.e.f. 1st May 2025 for Bal Vatika, Primary and Upper Primary Classes would be as under:

2. The above Material Cost rates indicate the minimum mandatory contribution by the State Governments/UT Administrations. However, States / UTs may also contribute more than their prescribed share, as some States/UTs have been contributing more than their minimum mandatory share from their own resources for providing meals with augmented nutrition under the PM POSHAN Scheme

3. You are requested to disseminate the above increase in the Material Cost to all concerned and the field functionaries up to school/cooking agency level to ensure prompt implementation of the revised Material Cost with effect from 1st May, 2025. 

4. This issues with the approval of Hon'ble SM, MoE and concurrence of the Ministry of Finance, Department Of Expenditure vide OM. No 13(02)/PFC-II/2021 dated 08th April 2025 (Copy enclosed).

Please refer to D/o School Education & Literacy (DoSEL) e-file No.1-3/2021 Desk (MDM)-Part-2 (C.No.300548282) seeking approval of revision of Material Cost component under PM POSHAN Scheme for the Financial Year 2025-2026.

2. The matter has been examined in the Department and the undersigned is directed to convey that DoE concurs the proposal of DoSEL as below:

          (a) Revision (enhancement) of the material cost for Primary and Bal Vatika school children from Rs.6.19 per child per day to Rs. 6.78 per child per day and for Upper Primary school children from Rs. 9.29 per child per day to Rs.10.17 per child per day.

         (b) The maximum additional requirement of funds to the tune of Rs.954.30 crore (Central Share) for Financial Year 2025-2026 is also supported, subject to the condition that the same may be accommodated within the overall approved outlay of the Scheme.

         (c) Revised material cost may be implemented from the first day of the following month after the approval of DoE.

Enhancement of Material Cost under the Pradhan Mantri Poshan Shakti Nirman (PM POSHAN) Scheme

            PM POSHAN Scheme is a centrally sponsored scheme under which one hot cooked meal is served to 11:20 crore students studying in Bal Vatika and Classes I to VIII, in 1036 lakh Government and Government-aided schools on all school days. The Scheme aims at providing nutritional support and enhancing school participation of students.

Under the PM POSHAN Scheme, Material Cost is provided for procurement of following ingredients required for cooking the meals:

                   The Labour Bureau, Ministry of Labour provides data on inflation for these items under the PM POSHAN basket on the basis of Consumer Price Index--Rural Labourers (CPI-RL) in consonance with CPI index for PM POSHAN and accordingly CPI Index for PM POSHAN basket has been worked out. The CPI-RI is constructed by Labour Bureau, Chandigarh on the basis of collecting continuous monthly prices from the sample of 600 villages spread over 20 States of the Country. 

                     On the basis of inflation index provided by the Labour Bureau the Ministry of Education, Government of India, has enhanced the Material Cost by 9.50%. The new rates will be applicable across all the States and UTs with effect from 01.05.2025. The Central Government will bear the additional cost Rs.954 crore approximately in Financial Year 2025-2026 due to this enhancement. The per student per day Material Cost is as under:

                     These rates of Material Cost are the minimum mandatory rates, however, State/UTs are free to contribute more than their prescribed share, as some States /UTs have been contributing more than their minimum mandatory share from their own resources for providing meals with augment nutrition under the PM POSHAN Scheme.

                     In addition to the Material Cost, the Govt. of India provides about 26 lakh MT food grains through Food Corporation of India. The Govt. of India bears 100% cost of food grains including subsidy of approx. Rs.9000 crore per annum and 100% transportation cost of food grains from FCI depot to schools. The per meal cost after adding all components including food grains cost under the scheme comes to approx. Rs.12.13 for Bal Vatika and Primary classes and Rs.17.62 for Upper Primary classes.
