Taruner Swapna Scheme by the Government of West Bengal, it is known as Dreams of the Youth Scheme which is providing financial assistance to Students of Schools and Madrasahs for purchasing digital devices like Tablet or Smartphone, this Taruner Swapna Scheme provides a one time grant of ₹10,000/- (Ten thousand only) to eligible Students of Class XI.

Important points for processing of beneficiaries under Taruner Swapno Scheme
for the year 2024-2025

2.Data entry in respect of newly admitted students to be done immediately for covering all eligible students under this scheme.
3.All such students’ data need to be verified minutely by the school authority.
4.Class-XI students’ data also to be verified for registration under WBCHSE (West Bengal Council of Higher Secondary Education) as such data will be shared only from BSP (Banglar Shiksha Portal) to WBCHSE.
5.All duplicate/wrong data, if any, to be deleted.
6.Bank particulars to be verified and updated in Banglar Shiksha Portal for all students. For updating Bank details, Head of the Institution may use ‘Update Student’s Basic Details’ sub-menu or ‘Student’s Profile Edit / Download’ Sub-menu under ‘Student Entry / Update’ Menu.
7.Class wise (for Class-XI and XII) list of students without bank details can be generated by concerned DI of Schools / SI of Schools /Head of the Institution for monitoring as well as collecting the bank particulars and updating in Banglar Shiksha Portal by the respective stakeholders. Head of the Institution may download this list by clicking on the respective button available in the ‘Finalization of beneficiary and certification’ sub-menu under ‘Taruner Swapno Scheme’ menu. Respective SI/S and DI/S may get the report through ‘Download students’ list not having bank details’ sub-menu under ‘Student management’ menu.
8.Class wise list of students without wrong IFSC can be generated by concerned DI of Schools / SI of Schools / Head of the Institution for monitoring as well as collecting the bank particulars and updating in Banglar Shiksha Portal by the respective stakeholders. Head of the Institution may download this list by clicking on the respective button available in the ‘Finalization of beneficiary and certification’ sub-menu under ‘Taruner Swapno Scheme’ menu. Respective SI/S and DI/S may get the report through ‘Beneficiary Finalization and Certification Report’ sub-menu under ‘Student Management’ menu.
9.Through ‘Bank details update progress monitoring report’ sub-menu under ‘Student Management’ menu concerned SI/S and DI/S may monitor the status of school/student wise updating of bank particulars.
10.All students’ list in respect of Class-XI and Class-XII can also be downloaded by the respective Head of the Institution through ‘Download student’s information’ sub-menu under ‘Student Information’ menu for further verification.
11.All eligible students are to be covered before finalization of beneficiary list. However, students once benefited would not come under this purview twice. Student’s ID as well as student’s Bank particulars would have to be unique in this regard.
12.Bank particulars to be verified and authenticated by all concerned students / guardians for further reference. The format is already available in the downloaded excel file as stated above. Verified bank particulars to be updated in Banglar Shiksha Portal by the school authority. Nodal Teacher may be selected in this regard.
13.Students/guardians may be asked to submit the updated copy of the operational bank particulars. It is to be ensured that all bank accounts are to be KYC compliant and operational in order to avoid failed transaction. Transactions (deposit & withdrawal) may be made by the student/guardian in order to ensure operationalization of the account.
14.Mobile number of the student/guardian are also to be verified so that they may get the SMS alert in connection with the fund transaction with regard to this scheme.
15.Students’ data need to be finalized in respect of Class-XI and Class-XII separately. Thereafter, the provision of downloading the certificate format would be available. After downloading the certificate format that needs to be duly signed by the Head of the Institution (with office seal) and uploaded in the system. Concerned SI/S needs to verify and approve the certificate for further approval from the end of DI/S (SE) and taking into consideration for creation of cart.
16.After finalization of the beneficiary list, if any discrepancy is observed at any level that may immediately be brought under the notice of the concerned authority so that the same may be unlocked by the respective SI/S or DI/S, as the case may be.
17.After finalization of the beneficiary list, provision for modification of the bank particulars in respect of the beneficiaries would not be available in Banglar Shiksha Portal.
18.If required, the finalized beneficiary list may be unlocked by the concerned SI/S or DI/S in order to make the school authority eligible to correct the bank particulars in respect of the student beneficiaries.
19.After creation of cart for payment file generation from the end of respective DI/S (SE), unlocking / deletion of the certificate in respect of the beneficiary list is not possible.
20.It is to be ensured by all schools that their password is not set as default password in order to avoid any further complications. It is also advised to change passwords by all concerned.
21.Before finalization and certification of the beneficiary list through OTP authentication by the concerned Head of the Institution, all bank particulars need to be minutely checked as there would not be any further scope (Normally) for modifying bank particulars in respect of students.
22.School wise status of beneficiary finalization can be monitored by respective SI/S and DI/S through ‘Beneficiary finalization and certification report’ sub-menu under ‘Student Management’ menu.
23.Circle wise beneficiary list must be preserved (and may be compiled) at every district office for further reference and verification of students’ data for failed transaction.
24.Student wise U.C. to be uploaded in the Banglar Shiksha Portal by all schools for the previous years. Status report is available in the login of respective SI/S and DI/S for proper monitoring.
25.Respective SI/S and DI/S may monitor the status of school/student wise U.C. submission through ‘U.C. submission report for Taruner Swapno’ sub-menu under ‘Student Management’ menu.
26.After submission of student wise UC by the Head of the Institution, if required to delete the same, further scope may be created by deleting that certificate from the end of concerned SI/S through ‘Delete Tab U.C.’ menu, if requested so by the Head of the Institution.

Notice
It is for the all concerned that, like previous academic. year, the State Government has decided to provide incentive for purchasing Tablet Computer / Smart Phone to all eligible students of class XII for 2023-2024 academic session under the project 'Taruner Swapna', It is needless to mention that this is a flagship project of the State Government. Before execution of the same, the HoIs are requested to take the following measures meticulously, in order to prevent the misuse of Govt. money and failed transaction.
2.Account number, IFSC code, Bank name, Branch name etc. must be updated after verification of hard copies of the bank of details (Passbook cheque book etc.) submitted by the concerned student. These should be checked properly several times and account details of all eligible students should be updated positively by 08/08/2023.
3.As per direction of Higher Authority, all HOI's of higher secondary schools are also requested to update the Google Form regarding Bank details update of all students eligible for 'Taruner Swapna' Scheme. (https:llforms.gle/4qy4BEGZSEkQ5d9v8)
4.No valid students will be left out without updating his/her bank details.
5.Sub-Inspector of Schools of concerned circle/school authority also have to update contact details of concerned schools in "Banglar Shiksha" Portal for final approval from the DI/S(SE) Login.
6.Students profile including Aadhar No. of eligible students to be updated positively by 08/08/2023 if not updated earlier.
This has to be treated as most urgent.

Taruner Swapno Scheme 2025
Functions of the Head of Institutions (HOI) in respect of Taruner Swapno Scheme
1. Every school/HOI will have to officially inform the contact details of the HOI (Name, Mobile number, e-mail ID, Aadhaar & Name as per Aadhaar) to the respective Circle level Sub-Inspector of Schools (SI/S) in order to get OTP-based login access under BSP (Banglar Shiksha Portal).
2. Besides login credentials, HOI will have to authenticate using his mobile OTP to login under Banglar Shiksha Portal (BSP).
3. School/HOI will have to distribute the blank forms (Annexure-F) to all concerned student beneficiaries of class-XI and collect the duly furnished formats with relevant documents for updating student specific data in BSP.
4. After getting the duly furnished Annexure-F from the concerned students, HOI will have to update the bank particulars and/or edit the student information by authenticating with Aadhar OTP.
5. By default, all students’ records will be marked as ‘not updated’. HOI will have to mandatorily update the same to process the beneficiary data even if no change is required. Student will get SMS regarding the changes made in his/her profile in BSP by the school.
6. HOI will get the bank details of all concerned students verified manually taking signature of the students on the scroll sheet to be generated from BSP and further update the data in the BSP, if required. Respective students will further get SMS regarding the changes made in his/her profile in BSP by the school, if any. For any important changes, students will get such SMS.
7. After updating all student-beneficiary data, the same would be sent centrally for NPCI verification and the HOI of the School will be able to track the same.
8. After NPCI verification, bank particulars of the beneficiary will not be editable anymore. The unmatched or partially matched data may be updated by the HOI and sent to Circle level Sub-Inspector of Schools (SI/S) for further verification and approval.
9. On getting the verification request online from schools, concerned Circle level SI/S will call all concerned student beneficiaries through respective HoI with all original records for verification of bank accounts. SI/S may approve the same if it is found okay otherwise he/she may cancel with reason for necessary updating by conference school / HOI.
10. After verification and approval of the SI/S the unmatched or partially matched bank accounts as received from NPCI will also be fixed and remain not editable.
11. After verification of all Bank Accounts [either by NPCI (fully matched records) or by SI/S (for partially matched or not matched records as received from NPCI) the HOI will send the beneficiary list to the self-declaration portal (selfdeclaration.wb.gov.in) for further verification by the student concerned. After confirmation by respective student beneficiary, the records will be forwarded by the HOI to respective SI/S by generating a UDIN certificate.
12. All concerned students will get SMS containing a link for verification of the respective bank account to self-declaration portal using their registered mobile number and BSP student code.
13.Until and unless students verify and confirm their accounts, the same will not be processed for payment.
14. Then the HoI would have to send the verified and confirmed bank accounts to respective Circle level SI/S by generating a UDIN certificate who then in turn will generate a UDIN certificate and send to respective DI/S (SE) for further processing.
15. For any anomaly found at any level HOI will take up the matter with all concerned officials for unlocking and further necessary correction.
16. For failed transaction, if any, the HOI will get a status in his/her login and inform the student concerned /guardian concerned for updating bank account by visiting the home branch of the bank. Getting updated record from the student beneficiary or the guardian, the HOI will update the data accordingly in BSP for further generating UDIN and confirmation of the concerned student for further processing of payment in the same procedure as stated before.
17. It is to note that the bank account of a student should be of a bank branch within the jurisdiction of West Bengal.
18. Student will have a valid and unique Bank account number which has not been previously used for this scheme.
Functions of the students in respect of Taruner Swapno Scheme
1. All students enrolled in class-XI in different Government/ Government Aided /Sponsored Schools/ Madrasahs are eligible for Taruner Swapno Scheme.
2. Students will have to collect the prescribed format (Annexure-F) for providing account mandate for getting DBT along with the copy of Bank Passbook or cancelled cheque and Aadhaar.
3. Bank account must be a valid, functional and unique account number for the student beneficiary.
4. The bank account would be of any Bank branch (RBI approved) within the jurisdiction of West Bengal.
5. On receiving the Bank mandate from the student, HOI will update the same in Banglar Shiksha Portal (BSP). Student will get SMS regarding the changes made in his/her profile in BSP by the school.
6. After updating in the BSP, concerned HOI will get the bank details of all concerned students verified manually taking signature of the students on the scroll sheet and further update the data in the BSP, if required. Respective students will further get SMS regarding the changes made in his/her profile in BSP by the school. For any important changes, students will get such SMS.
7. After updating student-beneficiary data, the same would be sent for NPCI verification and the HOI of the School will be able to track the same.
8. After NPCI verification, bank particulars of the beneficiary will not be editable anymore. The unmatched or partially matched data may be updated by the HOI and sent to Circle level Sub-Inspector of Schools (SI/S) for further verification and approval.
9.Verified bank account and IFSC matched with name of the beneficiary will be considered for further processing of DBT.
10. The student beneficiary whose name would not match with his or her bank account details, will be informed by the school for further verification at the end of concerned Circle level Sub-Inspector of Schools (SI/S) with relevant original Bank particulars.
11. Mobile number and Aadhar are mandatory for this DBT.
12. Students will get a link in their registered mobile number through SMS to verify and authenticate their bank account details.
13.Students will have to login into the self-declaration portal (selfdeclaration.wb.gov.in) using their registered mobile number and BSP student code along with mobile OTP for verification of the bank account details.
14.On successful login, the students will have to verify the bank particulars entered by the school by accepting and confirming or by rejecting the same for any anomaly therein using Aadhaar OTP. In this regard, the sample declaration format for verifying the details are placed at Annexure-G (available in English & Bengali) for reference.
15.UDIN certificate will be generated after verification by the student and that may be tracked for all future reference.
16. Only the verified bank accounts will be processed for payment through DBT.
17.The bank accounts which are not verified will not be considered for processing of payment.
18. Bank transaction related information will also be sent to the registered mobile number for information.
19. For failed transaction, the student needs to update the account details by visiting the home branch of the bank and report to the school for taking further necessary action with the concerned authorities.
20. After getting the incentive through DBT, the student will have to submit the original invoice/bill/receipt for procuring the tablet computer or smart mobile phone amounting not less than Rs.10,000/- mentioning the unique IMEI number which would be updated in BSP by the HOI concerned.
Functions of the Sub-Inspector of Schools (SI/S) in respect of Taruner Swapno Scheme
1. Circle level SI/S will update the contact details (Name, Mobile number, e-mail ID, Aadhaar & Name as per Aadhaar) for every school under BSP for confirming OTP based login by the respective users.
2. Concerned SI/S will also get his/her contact details updated by the respect DI/S (PE).
3. All bank accounts which would be returned by NPCI being not matched / partially matched need to be verified by all concerned Circle level SI/S.
5. Student will have a valid & unique bank account number for the DBT.
6. SI/S will call all concerned student beneficiaries through respective HOI with all original records for verification of bank accounts. Being satisfied, he/she will approve the same or will reject with reason for further updating of records by the concerned HOI.
7. After verification of all Bank Accounts [either by NPCI (fully matched records) or by SI/S (for partially matched or not matched records as received from NPCI) the HOI will send the beneficiary list to the self-declaration portal (selfdeclaration.wb.gov.in) for further verification by the student concerned. After confirmation by respective student beneficiary, the records will be forwarded by the HOI to respective SI/S by generating a UDIN certificate. In turn, SI/S will generate UDIN and forward the student beneficiary list to respective DI/S (SE) or other departmental officers for approval and further processing of payment. For generating UDIN, Aadhaar based OTP is required for validating.
8. SI/S will be able to track all bank account verification details for timely disposal and further necessary action.
Functions of the DIs (SE) in respect of Taruner Swapno Scheme
1. District Inspector of Schools (SE) will approve the contact details for every school under BSP for OTP based login by the respective users which will be forwarded by respective Circle level SI/S.
2. Concerned DI/S (SE) will also get his/her contact details updated by the State Nodal Officer.
3. The duly forwarded student-beneficiary list by the respective SI/S need to be approved by the DI/S (SE). UDIN certificate will be generated in this regard for further reference. Thereafter, the DI/S (SE) will create carts for processing beneficiary payment files. Bills and beneficiary files need to be pushed to i-FMS for preparation of Bills under i-FMS Portal. (Detailed guidelines will be shared shortly).
4. As BSP is integrated i-FMS Portal, respective DDO will then create bills in i-FMS and select the integrated beneficiary files for submission to respective Treasury.
5. There shall be restriction on rectification of the failed transactions. The failed transaction should preferably be auto-cancelled and the allotment of the same amount would be rolled back (if within the same financial year). The failed transaction should thereafter be reprocessed with fresh transaction.
Functions of the DDO/nominated officers of respective Department
in respect of Taruner Swapno Scheme
1. Departmental nominated officers / DDO will get his/her contact details updated by the State Nodal Officer of School Education Department.
2. The duly forwarded student-beneficiary list by the respective SI/S need to be approved by the Departmental nominated officers / DDO. UDIN certificate will be generated in this regard for further reference. Thereafter, the Departmental nominated officers / DDO will create carts for processing beneficiary payment files. Bills and beneficiary files need to be pushed to i-FMS for preparation of Bills under i-FMS Portal. (Detailed guidelines will be shared shortly).
3. As BSP is integrated i-FMS Portal, respective DDO will then create bills in i-FMS and select the integrated beneficiary files for submission to respective Treasury.
