Pertaining to Direct Recruitment of Special Education Teachers in Primary Schools

              The West Bengal Board of Primary Education (hereinafter Board) invites applications from the eligible candidates for direct recruitment of Special Education Teachers in Government Aided/ Government Sponsored Primary / Junior Basic Schools in all districts of the State in accordance with the previsions of "West Bengal Primary School Special Education Teachers Recruitment Rules 2025 to 2308 vacant posts of Special Education Teacher sanctioned by the Government of West Bengal in the School Education Department in compliance with the Solemn Order of the Hon'ble Supreme Court of India passed in WP(C) No. 132/2016 and WP(C) No. 876 of 2017 (Rajneesh Kumar Pandey & Ors. vs Union of India & Ors)

           (a) Name of the Post: Special Education Teacher in Primary Schools.
           (b) Scale of Pay: As per extant rules of the Government of West Bengal in this regard. 
           (c) Qualification requirement:
                        (i) The candidate must be a citizen of India.
                       (ii) The candidate must have:
                                (1) D.Ed. in Special Education from a RCI Approved Institute and a valid RCI CRR number.
OR

                               D.El.Ed with a recognized qualification (Certificate/Diploma) from a RCI approved institution equivalent to D.Ed. in Special Education and a valid CRR number.

                               (2) Six month training of teaching in cross disability area in inclusive education (*)

                            (*) If the proposed programme (cross disability/ top up course being developed by RCI as on in-service training is not available), the candidate if recruited with D.Ed. (Special Education) or equivalent qualifications bas to compulsorily undergo aforesaid training as soon as the same is conducted.

                        (iii) Medium of Instruction: 
                                          A candidate willing to be selected as Special Education Teacher in any primary school must have the specific subject of the medium of instruction of the school as first or second or third language at any of the Secondary or Higher Secondary or equivalent academic level as elective or optional subject.

       (d) Age requirement:
                       Minimum twenty (20) years and maximum forty (40) years as on the 1st day of January 2025. Upper age limit is relaxable for the Scheduled Casts, Scheduled Tribes and Other Backward Classes candidates and persons with disability candidates as per extant norms of the State Government. 

       (e) Requirement  of TET :
                     (i) Passing/Qualifying Teacher Eligibility Test (TET) is a mandatory eligibility. The Selection Committee of the Board shall conduct TET for candidates applied for Special Education Teacher posts in accordance with NCTE norms (The date of holding TET and guidelines of TET will be notified later). 

                           (ii) The candidates who had already passed TET and otherwise eligible for the post may also apply for the post.

                          (iii) The Selection Committee of the Board for the purpose of selection shall take option from the candidates who have already hold TET Certificate whether such candidates are willing to appear in the selection on the basis of earlier TET Certificate or otherwise. 

      (f) Selection Parameters:
                        Selection of Special Education Teachers shall be made on the basis of aggregated marks obtained in following components out of maximum marks of 100:

      (g) Preference for DPSC/PSC:
                       A candidate is required to give a preference of District Primary School Council (DPSC)/ Primary School Council (PSC) under jurisdiction of which he/she is to be posted, if selected (subject to availability of appropriate medium wise and category wise vacancies).

      (h) Application Fee:
                         A candidate is required to pay the requisite fee as mentioned below (non-refundable) to obtain and submit the filled in Application Form through online mode:

                        (i) For General Category Candidate: Rs.600/- (Rupees six hundred only)
                        (ii) For OBC (A and B) Candidate: Rs.500/- (Rupees five hundred only)
                        (iii) For SC/ST/EWS/Physically Challenged Candidate: Nil

      (i) Quota for Reservation:
                       The quota for reservation will be applicable as per the extant policy of the Government of West Bengal. 

(j) Application Modalities:
                      The schedule of obtaining application form and submitting filled in application form through online mode will be notified very shortly.
