Mapping for SIR 2025

Subject: Mapping of the electors in the Final Electoral Roll wrt 01.01.2002 as qualifying date (Last SIR) with electors in Final Electoral Roll wrt 01.01.2025 as qualifying date, including the supplements wrt 01.04.2025 and 01.07.2025-regarding

Madam/Sir,
            In reference to the above, I am directed to inform that in the CEO's conference held in New Delhi on 10.09.2025, ECI has directed that the exercise of matching the electors in the Final Electoral Roll wrt 01.01.2002 as qualifying date (Last SIR) with electors in Final Electoral Roll wrt 01.01.2025 as qualifying date, including the supplements wrt 01.04.2025 and 01.07.2025 should be taken up immediately. I am further directed to inform that this exercise should be completed within 20.09.2025.

In this regard the following points may kindly be noted
            1. The BLOs to be handed over the hard copies of Final Electoral Roll wrt 01.01.2002 as qualifying date (last SIR) and also the Final Electoral Roll wrt 01.01.2025 as qualifying date, including the supplements wrt 01.04.2025 and 01.07.2025.

           2. The BLOs to verify and match each elector of the current Electoral Roll and BLOs to manually write down the erstwhile AC name and number, Par name and Number, serial number of that elector as it appears in the Electoral Roll of 2002 (Wherever matching can be done).

            3. In case the parents of the elector were enrolled in the 2002 roll, but the elector himself/herself was not enrolled, then details of their parents (AC No, Part No, Serial No) as it appears in 2002 E. Roll also to be noted down.

          4. The BLOs of the adjacent parts may sit together and undertake this mapping exercise as guided by the ERO.

          5.  BLO supervisors, AEROs, EROs should be closely monitoring the work of the BLOs. 

         6.  BLO to submit a report to ERO as per the format enclosed herewith as Annexure 1 and a daily report, AC wise to be updated in the portal of CEO, WB from the end of District Election Officer in the format enclosed herewith as Annexure 2 from 12.09.2025 onwards.

       7.  Senior Deputy Election Commissioner, ECI who is in-charge of West Bengal ECI may hold a VC with the District Election Officers for monitoring the progress of work and may also visit some of the district tentatively on 18th and 19th of this month. 

         8. ECI will review the entire progress of the mapping exercise tentatively on 20.09.2025.

       9. Training of the BLOs to be conducted immediately to ensure the effective conduction of this mapping exercise. Detailed guidelines regarding training of BLOs will be sent shortly.

 ভোটার তালিকা মিলিয়ে দেখার বিশেষ নির্দেশিকা
SIR-2025
       পশ্চিমবঙ্গের মুখ্য নির্বাচন দপ্তরের তরফে নির্দেশ দেওয়া হয়েছে, ২০০২ সালের ভোটার তালিকা (০১.০১.২০০২ তারিখকে যোগ্যতার দিন ধরে তৈরি) এবং ২০২৫ সালের ভোটার তালিকা (০১.০১.২০২৫ তারিখকে যোগ্যতার দিন ধরে তৈরি, সঙ্গে ০১.০৪.২০২৫ ও ০১.০৭.২০২৫ তারিখের সংযোজন) একসাথে মিলিয়ে দেখা ও হালনাগাদ করার কাজ অবিলম্বে শুরু করতে হবে।

মূল নির্দেশাবলী
১. BLO-দের হাতে তুলে দিতে হবে ২০০২ সালের ভোটার তালিকা ও ২০২৫ সালের ভোটার তালিকা (সকল সংযোজন সহ)।
২. BLO-রা ভোটারদের নাম মিলিয়ে লিখবেন এবং প্রয়োজনে ২০০২ সালের তালিকায় ভোটারের নাম, অংশ নম্বর, সিরিয়াল নম্বর ইত্যাদি উল্লেখ করবেন।
৩. যদি ভোটারের বাবা-মা ২০০২ সালে তালিকাভুক্ত থাকেন কিন্তু ভোটার নিজে না থাকেন, তবে তাঁদের তথ্যও নথিভুক্ত করতে হবে।
৪. পার্শ্ববর্তী BLO-রা একসাথে বসে এই কাজ সম্পন্ন করবেন।
৫. BLO-দের কাজ ঘনিষ্ঠভাবে পর্যবেক্ষণ করবেন BLO সুপারভাইজার, AERO ও ERO।
৬. BLO-রা প্রতিদিনের রিপোর্ট জমা দেবেন এবং AC-ভিত্তিক রিপোর্ট অনলাইনে আপডেট হবে।
৭. ১৮ ও ১৯ সেপ্টেম্বর ECI সরাসরি জেলার কাজ পর্যবেক্ষণ করতে পারে।
৮. ২০ সেপ্টেম্বরের মধ্যে কাজ সম্পূর্ণ করতে হবে।
৯. BLO-দের যথাযথ প্রশিক্ষণেরও ব্যবস্থা করা হবে।

২০ সেপ্টেম্বর ২০২৫-এর মধ্যে কাজ শেষ করতে হবে

এই উদ্যোগের মাধ্যমে ভোটার তালিকায় সঠিক তথ্য সংযোজন, ভুল সংশোধন এবং ভোটাধিকার নিশ্চিত করা হবে।

অনলাইন ফর্ম-6
নতুন ভোটার কার্ডের জন্য আবেদন 

            নতুন ভোটার কার্ডের জন্য আবেদন করতে গেলে অনলাইন ফর্ম-6 ফিল-আপ করার সময় নীচের ডকুমেন্ট গুলি আপলোড করতে হবে। 
         অনলাইন ফর্ম-6 ফিল-আপ ভোটার হেল্পলাইন / Voter Helpline App অথবা voters.eci.gov.in ওয়েবসাইট থেকে করতে হবে।

জন্ম তারিখের প্রমাণ
         জন্ম সার্টিফিকেট। না থাকলে, মাধ্যমিক এডমিট কার্ড।  সেটিও না থাকলে, স্কুল সার্টিফিকেট। বয়স 21 বছরের বেশি হলে, উপরের ডকুমেন্টের সাথে সংযুক্তি বা Annexture-3

ঠিকানার প্রমাণ 
পুরুষ এবং অবিবাহিত মহিলাদের ক্ষেত্রে :
বাবা ও মায়ের ভোটার কার্ড এবং আবেদনকারীর আধার কার্ড ও খাদ্যসাথী কার্ড

বিবাহিত মহিলাদের ক্ষেত্রে :
              বাবা ও মায়ের ভোটার কার্ড, আবেদনকারীর আধার কার্ড ও খাদ্যসাথী কার্ড, বিয়ের সার্টিফিকেট (বিয়ের সার্টিফিকেট না থাকলে, সন্তানের জন্ম সার্টিফিকেট) এবং স্বামীর ভোটার কার্ড।

Online Form submission by Elector for SIR 2026

Registration to Voter ECI
            এখন অনলাইনে SIR-র Enumeration Form ফিলাপ করা যাবে । OTP নির্ভর এই প্রক্রিয়ায় Login করতে গেলে ভোটারের EPIC-নম্বরের সাথে Mobile Number রেজিস্টার্ড থাকতে হবে। এছাড়াও ভোটারের Aadhaar-এর নামের সাথে তার EPIC-এর নামের ম্যাচ থাকতে হবে - তবেই  অনলাইনে এই Enumeration Form দাখিল করতে পারবেন। অন্যথায় BLO'র কাছে অফলাইনে Enumeration Form দাখিল করতে হবে।

           বিঃ দ্রঃ EPIC নম্বরের সাথে Mobile No রেজিস্টার্ড না থাকলে অনলাইনে 8 (আট) নম্বর ফর্ম জমা করে EPIC-এর সাথে মোবাইল নম্বর যুক্ত করতে হবে। 

Enumeration Form fill-up
         অনলাইনে Enumeration Form পূরণ করার জন্য তিনটি অপশন দেওয়া আছে,যেমন - 
  • 2002 সালের ভোটার তালিকায় নিজের নাম আছে 
  • 2002 সালের ভোটার তালিকায় নিজের নাম নাই কিন্তু বাবা,মা,ঠাকুর্দা,ঠাকুমা'র নাম আছে 
  • 2002 সালের ভোটার তালিকায় কোনো লিঙ্কেজ নেই
          বিঃ দ্রঃ 2002 সালের ভোটার তালিকার সাথে লিঙ্কের ক্ষেত্রে Father/ Mother/ Grandfather/ Grandmother অপশন আছে, অন্য কোনো আত্মীয়ের কথা উল্লেখ নেই।

যেটা প্রযোজ্য সেই  অপশনটা নির্বাচন করে অনলাইনে সঠিক তথ্য দিয়ে পূরণ করতে হবে। এক্ষেত্রে প্রদত্ত তথ্যের ভিত্তিতে এই পোর্টাল 2002 সালের ভোটার  তালিকার সাথে বর্তমান ভোটারের লিঙ্ক অটো-ম্যাচ করে চেক করে হবে এবং Submit করতে হবে।

অনলাইনে শুধুমাত্র 2MB সাইজের সাম্প্রতিক রঙিন ছবি আপলোড করতে হবে। আর কোনো ডকুমেন্ট আপলোড করতে হবে না।

Few advantage of Online  Enumeration Form
         BLO-রা যে সকল Enumeration Form বাড়িতে দিয়েছে সেগুলি পূরন করার পর কর্তৃপক্ষ দ্বারা অনলাইনে SIR 2026 ফর্ম-ফিলাপ করার প্রক্রিয়ায় আসবে। সুতরাং নিজেই অনলাইনে SIR 2026 ফর্ম ফিলাপ প্রক্রিয়ায় অংশগ্রহণ করলে তা সঠিক আর অনির্ভুলভাবে ফর্ম-ফিলাপ করা সম্ভব।
  • Computer অথবা Mobile থেকে SIR 2026 এর Enumeration Form ফিলাপ করতে পারবেন।
  • সঠিক ও নির্ভুল তথ্য নিজে দেখে করতে পারবেন
  • শেষ SIR এর সঙ্গে আপনার দেওয়া তথ্য লিংক হলো কিনা তা বুঝতে পারবেন
  • মোবাইলে SMS আসবে যার থেকে সঠিক তথ্য পাওয়া যাবে। পরবর্তী সময় যখন লিস্ট বেরোবে তখন মোবাইলে Notification আসবে
  • Enumeration Form ফিলাপের পর যে কোন সময় ট্রাকিং করে স্টাটাস দেখা যাবে 
  • কোন জেরক্স বা documents লাগবে না, মোবাইল থেকে Photo তুলে আপলোড করা যাবে
  • কর্মসূত্রে বাড়িতে না থাকলে, ভারতবর্ষের যে কোন প্রান্ত থেকে এই  Enumeration Form ফিলাপ করা যাবে 
  • কাজ বন্ধ করে এই Enumeration Form জমা দেওয়ার জন্য অপেক্ষা করতে হবে না

           In exercise of the powers conferred by section 17A of the Census Act 1948 (37 of 1948) read with rule 6D of the Census Rules 1990, the Central Government hereby extends the provisions of the said Act for conduct of pre-test of first phase of Census of India, 2027. The pre-test of first phase of Census of India 2027 that is Houselisting and Housing Census in selected sample areas shall be conducted from 10th November 2025 to 30th November 2025 in all States and Union territories. There shall also be an option for self-enumeration from 1st November 2025 to 7th November 2025.
