Updating academic Section i.e. Normal Section, Upper-Primary Section and Higher Secondary Section of the existing Teachers in the different Junior High Schools /High Schools/ Higher Secondary Schools at different times considering the rules in force through Utsashree portal.

Updating the academic Section details in the Utsashree Portal

In reference to the above, it is required to update the academic section of the existing teachers recruited in different Junior High Schools /High Schools/ Higher Secondary Schools at different times considering the rules in force.

Considering the appointments, the provision for updating the academic level (section) is now available at the login of respective DDOs under 

Utsashree Portal (Master Directory Management ---->Accept/Reject/View Employee Profile)

The following guidelines may be followed in this regard:
1. As for all appointees appointed under the erstwhile RLST system (appointment through SSC) they may be marked for Normal Section as per GO No. 1197-SE/S dated 13.09.2022.

2. The teachers appointed for Physical Education, Work Education under the 1st SLST may be marked for Upper Primary sub-section as they were recruited specifically as Upper Primary Teachers.

3. The teachers appointed specifically for the Upper Primary sub-section since 2024 may be marked for Upper Primary Sub-section.

4. All the teachers appointed for classes V to X by the school authorities outside the ambit of the SSC may be marked as for Normal Section since, in case of Christian Minority school they have been and are being appointed in terms of the recruitment procedures prescribed vide Notification No.79-ES/S dated 03.02.2026, meant for Christian minority schools (the Recruitment Rules of 2016 for SSC were Notified on 20.09.2016) and it terms of Notification No. 1013/SE(Law) dated 19.08.2013 applicable for schools recognized by the School Education Department as run by charitable organizations. Appointments made before the presently prevalent recruitment guidelines are by far the teachers of Normal Section.

5. No action should be taken in respect of those teachers of IX-X continuing in service.

6. No modification is required for the teachers engaged in the H.S. level (section) in this regard.

During creation of new employee profile in Utsashree Portal, the provision for entry of relevant details regarding the recommendation of SSC and subsequent appointment is available in Utsashree Portal which is required to be approved by the concerned DDO. On the other hand, the same details need to be updated immediately by all concerned schools for the residual employees in i-OSMS Portal (Master Directory Management ---> SSC Recommendation Data Submission) and the same needs to be approved by the DDO after due verification.

Accordingly, all DDOs are directed to mark the academic level (section) of all concerned teachers in Utsashree Portal and to ensure updating the SSC recommendation and appointment related data in i-OSMS Portal for the residual employees.

           Difficulty pertaining to identify the status of teachers appointed prior to Recruitment Rules 2016, whether Upper Primary or Secondary has been reported by the Directorate of School Education, while uploading data on i-OSMS Portal. The matter has been examined and it is clarified that the status of teachers, already appointed in normal section of recognized aided/Sponsored schools, will remain so and they shall be treated as teachers in the normal section. The teachers to be recruited for Upper Primary section/ Schools under Upper Primary Recruitment Rules 2016 will be treated as teachers for Upper Primary section. The Commissioner of School Education is requested to take necessary steps and the technical provision in the portal may be modified accordingly.

            School Education Department, Government of West Bengal has revised the Recruitment Rules of Teacher for (i) Upper Primary Level (for Classes V to VIII), (ii) Secondary Level (for classes IX to X) and (iii) Higher Secondary Level (for Class XI to XII). With a view to keep parity with the above noted changes and to make the procedure of reporting of vacancies of teaching and non-teaching staff of different levels for recruitment by the West Bengal Central School Service Commission (WBCSSC) and subsequent appointment by the West Bengal Board of Secondary Education (WBBSE) streamlined and to simplify and streamline the transfer process of them, it has been decided by the School Education Department, Government of West Bengal to introduce a web-enabled Staff Pattern for all the Government Sponsored / Government Aided Junior High / High /Higher Secondary Schools (and also the integrated schools).

        In the web-enble Staff Pattern, details data of the all the existing teaching and non-teaching staff shall be fetched from the i-OSMS Portal. Existing teachers of the Normal Section are to be placed either in the Upper Primary or in the Secondary level as per the subject of the teacher concerned on the basis of the following norms:

       Teachers appointed through 1st State Level Selection Test -2016 (1st SLST-2016) are to be placed in the level and with the subject as mentioned in their recommendation /appointment.

       Other exciting teachers of a particular subject are to be placed as per the pre-defined matrix of the web-enabled Staff Pattern.

       The procedure of placement of teachers appointed in primary and higher secondary sections shall continue to remain same. It is further notified that in further all post are to be created/modified through the portal only.

        This order is being issued issued in supersession of all previous orders issued in this respect.
