হোঁচট খেল রাজ্যের Headmaster/Headmistress Recruitment প্রক্রিয়া। Merit List প্রকাশ না করেই এই Recruitment শুরু হয়েছিল 6-জন প্রার্থীর এমন অভিযোগ সূত্রে সোমবার Kolkata High Court এর বিচারপতি শেখর
ববি শরাফ ওই Recruitment প্রক্রিয়ার শেষ পর্যায়টি কার্যত নতুন করে শুরু করার
নির্দেশ দিলেন।
মামলাকারীদের তরফে আইনজীবী শক্তিপদ জানা এদিন অভিযোগ করেন, Merit List প্রকাশ না করেই প্রার্থীদের Final List তৈরি করা হয়েছে।
কিন্তু, এমন Recruitment প্রক্রিয়ার আইন অনুযায়ী Merit List প্রকাশ না করে Recruitment প্রক্রিয়ার পরবর্তী ধাপে যাওয়া যায় না। তিনি Court-কে জানান, মামলাকারীদের এখনও Personality Test ই নেওয়া হয়নি। এই অবস্থায় আজ, মঙ্গলবার যদি Counseling হয়, তাহলে Final List এ নাম উঠে যাওয়া প্রার্থীরা তাদের পছন্দমতো স্কুল বেছে নেওয়ার অগ্রিম সুযোগ পেয়ে যাবেন।
এই
অভিযোগ সূত্রে Court বলেছে, এই 6-জন মামলাকারীর Personality Test নিতে
হবে। তারপর তৈরি করা যাবে সফল প্রার্থীদের Final List। সেই সূত্রে Headmaster/ Headmistress Recruitment-র জন্য নতুন করে Counseling-এর তারিখ ফেলতে হবে। কিন্তু,
সবার আগে প্রকাশ করতে হবে Merit List।

নয়। School Service Commission এর এই যুক্তি মানল না Kolkata High Court। সেই সূত্রে এমন
ডিগ্রি থাকা মামলাকারী চৈতালি
সিনহাকে Interview-তে ডাকার জন্য যোগ্য
বিবেচনা করতে নির্দেশ দিলেন

2017 সালে রাজ্যের শূন্য Headmaster/ Headmistress পদ পূরণের
জন্য লিখিত পরীক্ষা নিয়েছিল
Commission। সেই পরীক্ষায় সফলদের
এই বছরের 17 ডিসেম্বর
থেকে Interview-তে ডাকা হচ্ছে। যা
চলবে 21 ডিসেম্বর পর্যন্ত।
পদার্থবিদ্যায় অনার্স চৈতালি সহকারী
শিক্ষিকা হিসেবে চাকরিরত অবস্থায়
ওই পরীক্ষা দেন। সফলও হয়েছেন।
তাঁর আইনজীবী কমলেশ ভট্টাচার্য আদালতকে
জানান, বিজ্ঞাপনে Commission বলেছিল, 10 বছরের শিক্ষকতার অভিজ্ঞতা, BEd degree এবং
স্নাতকোত্তরে অন্তত 50 শতাংশ
নম্বর থাকলে প্রার্থী হিসেবে
এই পরীক্ষায় বসা যাবে। প্রথম
দুই যোগ্যতা তাঁর আছে। স্নাতকোত্তর
পরীক্ষায় তাঁর প্রাপ্ত নম্বর
60 শতাংশ। কিন্তু, সম্প্রতি Commission তাঁকে চিঠি দিয়ে
জানায়, বিজনেস অ্যাডমিনিস্ট্রেশন-এ
স্নাতকোত্তর ডিগ্রি এক্ষেত্রে যথাযথ
নয়। তাই তাঁকে Interview-তে ডাকা যাবে না।
এমতাবস্থায় Commission-র আইনজীবীর কাছে Court জানতে চায়, ওই বিজ্ঞাপনে কি
বলা ছিল যে, এক্ষেত্রে MBA degree গ্রহণযোগ্য নয় ?
সেখানে কি বলা ছিল
যে, ইতিহাস, ভূগোল বা এমন
কিছু বিষয় ছাড়া অন্য
বিষয়ের স্নাতকোত্তর (Post Graduate) ডিগ্রি উপযুক্ত বলে
গণ্য করা হবে না ?
তাছাড়া Headmaster/Headmistress পদটি
আদতে প্রশাসনিক। সেখানে প্রশাসনিক বিদ্যা
কাজে লাগারই কথা। তাহলে
কোন আইন বলে Commission এমন সিদ্ধান্ত নিল ? যার সদুত্তর
না পেয়ে Court উপরোক্ত
নির্দেশ দিয়েছে।

দীর্ঘ টালবাহানা ও টানাপড়েনের পর অবশেষে সরকারি ও সরকারি অনুমোদিত স্কুলগুলিতে Headmaster/ Headmistress পদের জন্য Interview অর্থাৎ Personality Test র জন্য প্রার্থীদের ডাকল School Service Commission। লিখিত পরীক্ষায় সফলদের দু-দুবার Verification হাওয়ার ঠিক একবছর পর Interview-এর দিনক্ষণ স্থির করেছে Commission।সফল প্রার্থীরা Commission-এর ওয়েবসাইটে গিয়ে নিজেদের 14-সংখ্যার রোল নম্বর এবং নাম লিখে Interview-এর দিনক্ষণ জানতে পারবেন।
উল্লেখ্য, 17 থেকে 22 ডিসেম্বর Personality Test হবে Commission-এর Regional Office গুলিতে। প্রার্থীরা Interview-এর নির্ধারিত সময়ের অন্তত 30মিনিট আগেই পৌঁছে যাবেন Commission-এর অফিসে।
Commission সূত্রে খবর, Interview-এর দিন ঘোষণা করতে 1-বছর দেরি হলেও HM Vacancy এর সংখ্যা বেড়েছে অনেটাই। Headmaster/ Headmistress Recruitment- সংক্রান্ত নোটিশ প্রকাশের সময় HM Vacancy এর সংখ্যা 1700-এর আশেপাশে থাকলেও বর্তমানে তা বেড়েছে বেশ কিছুটা। Personality Test এর পর চূড়ান্ত সফলদের Panel তৌরি করবে Commission। Final Panel তৌরি হবে লিখিত পরীক্ষায় প্রাপ্ত নম্বর, Academic Score এবং Personality Test এ প্রাপ্ত নম্বরের ভিত্তিতে। এর আগে Interview-এর জন্য 05 নম্বর থাকলেও এবার সেই নম্বর হয়েছে 07, সুতরাং Interview-এর নম্বর রাঙ্কিং তৌরিতে বড় ভূমিকা নিতে চলেছে। এক-আধ নম্বরের পার্থক্য প্রার্থীদের রাঙ্কিং চলে যেতে পারে 50 থেকে 60 জনের পরে। সেক্ষেত্রে বাছতে হবে অপছন্দের স্কুল।

Notice for Second Phase counselling for the Posts of HM

Counselling in respect of Whitelisted candidates with reference to 1st Slate Level Selection Test (SLST) 2017 for Recruitment to the Posts of Headmaster/ Headmistress in Government aided/sponsored Secondary and Higher Secondary Schools in the State (রাজ্য) of West Bengal (except Hill Region).
It is hereby notified for all concerned that counselling programme for the Whitelisted candidates in relation to 1st SLST (HM), 2017 will be held on 21.08.2019 and 22.08.2019 at the address noted above. All the concerned candidates are informed to attend the counselling programme (কাউন্সেলিং প্রোগ্রাম) on scheduled dates.
Intimation letter (ইন্টিমেশন) for counselling (কাউন্সেলিং) can be downloaded on and from 19.08.2019 from the Website of the Commission by putting fourteen (14) digits Roll Number and Date of Birth.
No hard copy will be sent.
