Grade Pay of Trained Primary Teacher is enhanced
Grade Pay of Trained Primary Teacher is enhanced from Rs. 2600/- in Pay Band-2 to Rs. 3600/- in Pay Band-3 and untrained Primary Teacher is enhanced from Rs. 2300/- to Rs. 2900/- in Pay Band-2 with effect from the 1st August 2019. The School Education Department, West Bengal is notification regarding this enhancement to Grade Pay to Primary Teachers. Order of Arrear bills due to enhancement of Grade Pay, the prescribed Format regarding A-Category scale of pay was allowed to the teacher who joined the service before 31.12.2005.

Governor is pleased to accord approval for enhancement to Grade Pay of Trained and Untrained Primary Teachers.
The Grade Pay of Trained Primary Teachers is enhanced from Rs. 2600/- in Pay Band-2 to Rs. 3600/- in Pay Band-3 and the Grade Pay of Untrained Primary Teachers is enhanced from Rs. 2300/- to Rs. 2900/- in Pay Band-2 with effect from the 1st August, 2019.
This order issues with the concurrence of the Finance Department vide their U.O Nos Group-P1/2019-2020/0130, U.O dated 26.07.2019 and Group-P1/2019-2020/0095, UO dated 25.06.2019.

S.E.D announces Enhancement to Grade Pay
পশ্চিমবঙ্গ তৃণমূল প্রাথমিক শিক্ষক সমিতির বৈঠক নজরুল মঞ্চ থেকে শিক্ষকদের Grade Pay বৃদ্ধির (Enhanced) ঘোষণা করেছিলেন শিক্ষামন্ত্রী পার্থ চট্টোপাধ্যায়৷ শিক্ষামন্ত্রীর ওই ঘোষণার পর এবার সরকারি ভাবে Notice দিয়ে Enhancement to Grade Pay এর ঘোষণা রাজ্য শিক্ষা দপ্তরের৷
School Education Department থেকে শুক্রবার এই বিষয়ে Notice জারি করে, তাতে বলাহয় যে , প্রাথমিক শিক্ষকদের Salary বৃদ্ধির সুপারিশে অনুমোদন দিয়েছেন মাননীয় রাজ্যপাল৷ প্রাথমিক বিদ্যালয়ের শিক্ষকদের Grade Pay 2600 টাকা থেকে 3600 টাকা এবং Pay Band-2 থেকে Pay Band-3 তে উন্নিত করাহচ্ছে ৷ অপ্রশিক্ষিত প্রাথমিক শিক্ষকদের Grade Pay 2300 টাকা থেকে 2900 টাকা করা হচ্ছে৷ আগামী 1-লা অগাস্ট,2019 থেকে কার্যকর হবে৷
বৃহস্পতিবার শিক্ষকদের Enhancement to Grade Pay এর ঘোষণা করে শিক্ষামন্ত্রী বলেন, ‘‘আমরা আপনাদের বেতন কাঠামো পরিবর্তন করার কথা ভাবছি৷ আমি আপনাদের Grade Pay 3200 টাকা সুপারিশ করেছিলাম৷ কিন্তু, 3600 টাকা Grade Pay করা যায় কি না, তা ভেবে দেখা হচ্ছে৷ কবে থেকে চালু হবে তা আমরা জানিয়ে দেব৷ এই টাকা দেওয়ার ব্যবস্থা তো আমাদের করতে হবে৷ দেখি, কোথা থেকে তা আনা যায়৷ মুখ্যমন্ত্রী চান শিক্ষকদের Grade Pay 3600 টাকা করা হোক৷’’ Pay Scale নিয়ে তৃণমূল শিক্ষক সমিতির সদস্যরা আওয়াজ তুললেও তা এড়িয়ে গিয়ে শিক্ষামন্ত্রী জানান, ‘‘দাঁড়ান, নির্দেশ প্রকাশ হওয়া পর্যন্ত অপেক্ষা করুন৷’’
কিন্তু, শিক্ষামন্ত্রীর ঘোষণা ঘিরে হঠাৎ জারি হয় বিভ্রান্তি! পরিসংখ্যান বলছে, এই মুহূর্তে প্রাথমিক শিক্ষকদের 5 ধরনের Grade Pay ব্যবস্থা চালু আছে৷ প্রথমটি 2 হাজার 100 টাকার Grade Pay, দ্বিতীয়টি 2 হাজার 300 টাকার Grade Pay, তৃতীয়টি 2 হাজার 600 টাকার Grade Pay, চতুর্থটি 2 হাজার 900 টাকার Grade Pay ও শেষ Grade Pay টি 3 হাজার 100 টাকার৷ শিক্ষকদের আশঙ্কা, যদি Pay Band-2 থেকে প্রাথমিক শিক্ষকদের Pay Band-3 তে নিয়ে যাওয়া হয়, সেক্ষেত্রে Grade Pay অন্তত 4 রকমের হওয়ার কথা৷ সেক্ষেত্রে তা হতে পারে 3 হাজার 200 টাকা৷ দ্বিতীয়টি 3 হাজার 600 টাকা, তৃতীয়টি 3 হাজার 900 টাকা ও শেষ Grade Pay এর স্তর 4 হাজার 100 টাকা৷ ফলে, Grade Pay অন্তত 3 হাজার 200 টাকা কিংবা 3 হাজার 600 টাকা করার মাধ্যমে ঠিক কী বোঝাতে চাইলেন শিক্ষামন্ত্রী? তা বুঝে উঠতে পারছেন না শিক্ষকদের একাংশ৷ যদি প্রাথমিক শিক্ষকদের Pay Band-3 এর আওতায় নিয়ে যাওয়া হয় তা হলে তো কারও কারও 3600 টাকার বেশি Grade Pay হতে পারে৷ তা হলে এই 3600 টাকা Grade Pay এর অর্থ কী? শিক্ষামন্ত্রী কি 4 প্রকারের Grade Pay ভেঙে একই Grade Pay দিতে ইচ্ছে প্রকাশ করছেন ? জারি বিভ্রান্তি ৷

Submission of Arrear Claim related to Enhancement of Grade Pay as per Memo No. 510-SE/P dated 26.07.2019
The undersigned hereby requests the Sub-Inspector of all Circles to submit the arrear claim of Primary teachers within 31st July 2020 positively so that the arrear can be disbursed from his end. The arrear bill may be segregated as per Trained and Untrained teacher claim and compiled into lots rather than sending individual claim.
This may accelerate the checking process of the arrear bill.
