In exerciseof the powers conferred by section 42 of the West Bengal Panchayat Election Act 2003 (West Bengal Act XXI of 2003), the Governor is pleased hereby to appoint, in consultation with the West Bengal State Election Commission, the 8th day of July 2023 as the date of poll for election to the Gram Panchayats, Panchayat Samitis and Zilla Parishads to be constituted under the West Bengal Panchyat Act 1973 (West Bengal Act XLI of 1973) in the following district within the State of West Bengal as per programme stated below and also to appoint 07.00 hours to 17.00 hours on the date as the time of poll for the said elections.

Summary of Panchayat Election 2023

Schedule for Poll
  • Hours of Poll : 7:00 AM to 5:00 PM on 8th July 2023
  • Nomination will be taken from 09.06.2023 to 15.06.2023 from 11:00 AM to 3:00 PM except on Sunday and Holidays under N.I Act.

Electoral Roll
Commission has already adopted Election Commission of India Roll updated up to 01.01.2023.


Ballot Box
Ballot Papers and Ballot Boxes will be used for the above elections.

Identification of Voters
EPIC (Electoral Photo Identity Card) issued by the Election Commission of India shall be the main document for identification of a voter. However, in order to ensure that no voter is deprived of his/ her franchise, if his/her name figure in the Electoral Roll, the Commission allows following alternative Photo-identity documents for use at the time of Poll.

12. SC/ ST/OBC Certificate with Photograph issued by Competent Authority
13. Freedom fighter Identity Card
14. Disability Certificate with Photograph issued by Competent Authority
15. ESI Card

Model Code of Conduct
MCC (Model Code of Conduct) will come into force with immediate effect after this announcement.
The restrictions contained in the Model Code of Conduct will apply to the areas under elections. While Model Code of Conduct is in force there shall be no declaration or starting of new schemes in such areas.
No government vehicles shall be used by a Minister or Minister ranked officials for campaign or for any other similar purpose. No Minister or Minister ranked official can use pilot car with beacon light unless there is a security threat assessed by the appropriate police authorities.

(i) No Rallies, Meetings, etc -- 10:00 PM to 08:00 AM.
(ii) Silence period -- 48 hours before the time fixed for the end of Poll.


Election Grievance Management System
EGMS (Election Grievance Management System) a portal based system with link at the website of the Commission, through which a complainant can lodge complaints and check status of disposal of the same.
