100-Point Roster

100-Point Roster, the Governor is pleased to prescribe following Model 100-Point Roster showing therein the points reserved for the Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC)- Category-A and Category-B, Persons with Disabilities, Ex-Servicemen and the Exempted Categories(EC) for the guidance of the appointing authorities.

         Section-14 দ্বারা প্রদত্ত ক্ষমতা প্রয়োগের ক্ষেত্রে, সরকারী সংস্থা, Statutory Bodies, Government Companies এবং Local Authorities Act, 1999 (1999-সালের পশ্চিমবঙ্গ আইন-XIV) অনুসারে পশ্চিমবঙ্গ নিয়ন্ত্রণ Section-3 এর Sub-Section (b) এবং Section-13 তে উল্লেখিত রাজ্য সরকারের কোন প্রতিষ্ঠানে নিয়োগের ক্ষেত্রে (Recruitment) এবং Backward Classes Welfare Department কর্তৃক প্রবর্তিত 100-Point Roster সম্পর্কিত নোটিফিকেশন নং 6320-BCW/MR-84/10 dated 24.09.2010 পশ্চিমবঙ্গ Scheduled Cast ও Scheduled Tribes (পরিষেবা ও পদে শূন্যপদ সংরক্ষণ) আইন, 1976 (1976 সালের পশ্চিমবঙ্গ আইন-XXVII) এবং West Bengal Commission for Backward Classes আইন, 1993 (1993 সালের পশ্চিমবঙ্গ আইন-I) এর আইনের বিধান অনুসরণ করবে। রাজ্যপাল এই মর্মে একটি নিম্নলিখিত Model 100-Point Roster তৈরী করেছেন তাতে Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC)- Category-A এবং Category-B, Disabilities, Ex-Servicemen এবং Exempted Categories ব্যক্তিদের জন্য সংরক্ষিত পয়েন্টগুলি দেখানো হয়েছে যাহা নিয়োগকারী কর্তৃপক্ষকে দিকনির্দেশের (Guidance) কাজ করবে :

2. Governor এই নির্দেশে সন্তুষ্ট হন যে প্রতিবন্ধী ব্যক্তিদের জন্য সমান সুযোগ (সমান সুযোগ, অধিকার সংরক্ষণ ও পূর্ণ অংশগ্রহণ) আইন, 1995 অনুযায়ী নিম্নরূপ প্রয়োগ করা হবে-

প্রতিবন্ধী ব্যক্তিদের জন্য সংরক্ষিত 100-Point Roster এর তিনটি Points (12-তম, 42-তম এবং 72-তম) চিহ্নিত স্থানে যথাক্রমে (i) অন্ধত্ব (Blindness) বা নিম্ন দৃষ্টি (Low vision), (ii) শ্রবণ প্রতিবন্ধকতা (Hearing impairment) এবং (iii) অস্থি সংক্রান্ত অক্ষমতা (Loco-motor disability) বা সেরিব্রাল প্যালসি এই তিনটি বিভাগের প্রতিবন্ধী ব্যক্তিদের দ্বারা পূর্ণ করতে হবে, এক্ষেত্রে 1% (এক শতাংশ) সংরক্ষণ নিশ্চিত করতে হবে। 

3. Governor আরও জানালেন যে, রাজ্য সরকারের চাকুরীতে (a) Group-'C' পদে 11-তম, 22-তম, 58-তম, 75-তম এবং 81-তম Point-এ এবং (b) Group-'D' পদে 5-তম, 17-তম, 21-তম, 31-তম, 49-তম, 54-তম, 63-তম, 71-তম, 83-তম এবং 94-তম Point-এর শূন্য পদ উপরের 100-Point Roster এর অনুযায়ী পূর্ণ করা হবে। এবং পোস্ট Group-'C' এবং Group-'D'-এর শূন্যপদ PSC, West Bengal-এর মাধ্যমে পূর্ন করা হবে, এক্ষেত্রে Rule-4 of the Ex-Serviceman বিধান অনুযায়ী প্রাক্তন-সৈন্য (Ex-Serviceman) (রাজ্য পরিষেবা এবং পদগুলিতে শূন্যপদগুলির সংরক্ষণ, Group-'C' এবং Group-'D') দ্বারা পূরণ করা হবে। Rules, 1982  হিসাবে প্রকাশিত vide Finance Department এর বিজ্ঞপ্তি নং 6249-F dated 15/06/1982.

4. Governor আরও নির্দেশ দিয়েছেন যে, উপরোক্ত 100-Point Roster এর 33-তম এবং 66-তম Point-এ Group-'B', 'C', এবং 'D' পদগুলির শূন্যপদে মেধাবী ক্রীড়াবিদদের দ্বারা পূরণ করা হবে। এই বিভাগের বিজ্ঞপ্তি নম্বর 49-EMP / 1M-25/98 dated 01.03.2011 -এর বিধান অনুযায়ী।

5. BCW বিভাগের বিজ্ঞপ্তি নং 6309-BCW/MR-84/10 dated 24.09.2010, পশ্চিমবঙ্গ কমিশনের Backward Classes Act, 1993 (1993 সালের West Bengal Act I) অনুসারে Backward Classes কে দুইটি বিভাগে ভাগ করা হয়েছে, যেমন Category-A (56-টি সম্প্রদায় নিয়ে গঠিত) এবং Category-B (52-টি সম্প্রদায় নিয়ে গঠিত)।

6. সকল নিয়োগকারী কর্তৃপক্ষকে পশ্চিমবঙ্গ কর্মসংস্থান অধিদপ্তরের অধীনে Exempted Category Cell থেকে নাম গ্রহণ করতে হবে এবং স্থায়ীভাবে অক্ষমতার কারণে মরণ-ইন-হারনেস (Death-in-Harness) ও অকাল অবসর (Premature Retirement) গ্রহণের কারণে করুণাময় ভিত্তিতে অব্যাহতিপ্রাপ্ত শূন্যপদ পূরণ করতে হবে।

7. Finance Department কর্তৃক প্রদত্ত প্রাসঙ্গিক বিজ্ঞপ্তিগুলি অনুসারে, SC, ST, Other Backward Classes এর বিভাগ-A এবং বিভাগ-B, প্রতিবন্ধী (Disabilities) ব্যক্তি, প্রাক্তন-সৈন্য (Ex-Servicemen) ও বর্ধিত শ্রেণীর প্রার্থীদের Upper Age Limits শিথিল করা হয়েছে, সংশ্লিষ্ট বিভাগের শূন্যপদ পূর্ণ করার সময় বিষয়টি  বিবেচনায় রাখতে হবে।

8. SC, ST এবং OBC Category-A এবং Category-B এর জন্য বিদ্যমান শতাংশের সংরক্ষণের কোনও কার্টেলমেন্ট না থাকায়, SC(EC), ST (EC), OBC বিভাগ-A (EC) এবং OBC বিভাগ-B (EC) এর জন্য সংরক্ষিত Point-এর শূন্যপদ গুলি পূর্ণ করা হবে কেবলমাত্র SC, ST এবং OBC বিভাগ-A / OBC বিভাগ-B-ভুক্ত অনুমোদিত বিভাগের প্রার্থীদের দ্বারা। যদি উক্ত সংরক্ষিত Point এর শূন্যপদ পূরণের জন্য উপযুক্ত SC, ST বা OBC ক্যাটাগরি-A এবং OBC বিভাগ-B এর প্রার্থী না পাওয়া যায়, সেক্ষেত্রে উক্ত শূন্যপদ কোন SC, ST বা OBC বিভাগ-A এবং OBC বিভাগ-B এর অন্তর্ভুক্ত Non-Exempted Category Candidate দ্বারা পূরণ করা হতে পারে।

9. (a) Department বিজ্ঞপ্তি নং 240-Emp dated 02.08.2001 অনুযায়ী Backward Classes এর অধীনে Category-A এবং Category-B এর জন্য যথাক্রমে 10% এবং7% সংরক্ষণের কোটা বাস্তবায়নের জন্য আংশিক সংশোধনী করা হয়েছে, যা BCW Department এর আদেশ নং 6320-BCW/MR-84/10 dated 24.09.2010 তে বর্ণিত এবং Ex-Servicemen (রাজ্য পরিষেবা এবং পদগুলিতে শূন্যপদগুলির সংরক্ষণ, Group-C এবং Group-D) Rules 1982 এর বিধি মোতাবেক রাজ্য পরিষেবা (Service) এবং পোস্ট (Posts) এ যথাক্রমে Group-C এবং Group-D এর শূন্যপদের 5% ও 10% সংরক্ষণের প্রক্রিয়াটি সরলীকরণ করা হয়েছে। 

(b) Home Department, BCW-Department, Finance Department, Department of Sports এবং PSC, West Bengal, সহ সরকারের সমস্ত উপযুক্ত কর্তৃপক্ষের সাথে উক্ত বিষয়ে তাদের গুরুত্বপূর্ণ পরামর্শ নেওয়া হয়েছে।

        In exercise of the powers conferred by section 14, read with clause (b) of section 3, and section 13, of "the West Bengal Regulation of Recruitment in State Government Establishments and Establishments of Public Undertakings, Statutory Bodies, Government Companies and Local Authorities Act 1999 (West Ben. Act XIV of 1999) and in compliance with the provision of "the West Bengal Scheduled Castes and Scheduled Tribes (Reservation of Vacancies in Services and Posts) Act 1976 (West Ben. Act XXVII of 1976)", " the West Bengal Commission for Backward Classes Act 1993 (West Ben. 2. The Governor is also pleased to direct that the reservation for Persons with Disabilities, as provided under sub-section (1) of section 34 of the 'Rights of Persons with Disabilities Act 2016' (49 of 2016) shall be implemented as follows:

              (a) Four roster points reserved for the PwBDs in the Model 100 point Roster will be generic in nature and hence not earmarked disability category wise. Disability category wise allocation will be determined only at the stage of recruitment, based on actual appointments and maintenance of a disability category wise register in every Government establishment.

         (b) Detailed Guidelines regarding implementation of reservation for Persons with Benchmark Disabilities for the services and posts under Government of West Bengal in the Model 100-Point Roster of Vacancies and maintenance of a disability category wise register in every Government establishment will be published by Department of Women & Child Development & Social Welfare in due course of time after issuance of this Notification.

3. The Governor is further pleased to direct that (a) vacancies in Group 'C' Post at 11th, 22nd, 58th, 75th and 81st points and (b) vacancies in Group-'D' Posts at 5th, 17th, 21st, 31st, 49th, 54th, 63rd, 71st, 83rd and 94th points of the above 100-Point Roster in State Services and Posts, Group-C and Group-D including those filled up through the PSC, West Bengal shall be filled up by ex-servicemen subject to the provisions of Rule-4of the 'Ex-Servicemen (Reservation of Vacancies in State Services and Posts, Group-C and Group-D) Rules, 1982' as published vide Finance Department Notification No. 6249-F dated 15.06.1982.

4. The Governor is further pleased to direct that the vacancies in Group 'B', 'C' and 'D' posts at 33rd and 66th points of the above 100-Point Roster shall be filled up from the meritorious sportspersons according to the provisions of this Department Notification No. 49-Emp/1M-25/98, dated 01.03.2011 read with Labr/209-Emp/1M-17/2014(Pt-1) dated 21.07.2016.

5. In terms of the Backward Classes Welfare Department's Notification No. 917-BCW/MR-33/2025 dated 08.05.2025 the Backward Classes for the purpose of the 'West Bengal Commission for Backward Classes Act,1993' (West Ben. Act 1 of 1993) stand divided into two categories, viz. Category-A and Category-B wherein Category-A classes would mean 'More Backward' and Category-B classes would mean 'Backward' within the "Backward Classes." 

6. By the Backward Classes Welfare Department's Notification No.1106-BCW/MR-33/2025 dated 03.06.2025 the Governor is further pleased to reserve 10% and 7% of vacancies in services and posts for the Category-A and Category-B respectively of the Other Backward Classes under Government of West Bengal, the local and statutory authorities constituted under any State Act, Corporations in which not less than 51% of the paid up share capitals is held by the State Government, Universities, Colleges affiliated to the Universities, Primary, Secondary and Higher Secondary Schools, other educational institutions which are owned or aided by the State Government and public sector, to be filled up by direct recruitment shall be reserved for backward classes of citizens.

7. All appointing authorities should obtain names from Exempted Category cell under the Directorate of Employment, West Bengal, to fill up the vacancies meant for Exempted Category Candidates Candidates in the above roster except the cases of Employment on compassionate ground viz death-in harness and premature retirement due to permanent incapacitation.

8. The relevant Notifications issued by the competent authorities relaxing upper age limits for SC, ST, Other Backward Classes Category-A and Category-B, Persons with Disabilities, Ex-Servicemen and Exempted Category Candidates may be kept in view while taking steps for filling up vacancies meant for the respective categories.

9.(a) As no curtailment of existing percentage of reservation for SC,ST and OBC Category-A and Category-B can be made the reserved points for SC(E.C.), ST(E.C.), OBC Category-A(E.C.) and OBC Category-B (E.C.) shall be filled up by the Exempted Category Candidates belong to SC, ST and OBC Category-A, Category-B only, In case of non-availability of a suitable Exempted Category Candidate belonging to SC, ST or OBC Category-A and Category-B or any of such reserved point, the said vacancy shall be filled up by a Non-Exempted Category Candidates belonging to SC, ST or OBC Category-A, and Category-B, as the case may be.

(b) In case suitable unreserved exempted category candidates are not available the vacancies meant for unreserved Exempted Category candidates in the 'Model 100-Point Roster of vacancies' may be filled up by way of recruitment of candidates belonging to Unreserved non-Exempted Categories.

10. Since existing percentage of reservation for Economically Weaker Sections (EWS) cannot be curtailed, in case of non-availability of a suitable Ex-Serviceman candidate belonging to EWS category for Roster Point Nos. 17 and 75, the said two vacancies shall be filled up by a non-Ex-Serviceman candidate belonging to EWS category. Similarly, in case of non-availability of a suitable Exempted Category candidate belonging to EWS category for Roster Point Nos. 3, 34 and 85, the said three vacancies shall be filled up by a non-Exempted Category candidate belonging to EWS category.

11. This order issues in supersession of this Department's Notification No.Labr/110-Emp/EC/1M-01/2025 dated 13.06.2025.

12. All appropriate authorities have been consulted on respective issues concerning them.
