National Means-cum-Merit Scholarship Examination (NMMSE)

National Means-cum-Merit Scholarship Examination (NMMSE) 2021 for poor and meritorious regular students of class-VIII/8th stander who secured 55% and above marks in final examination of Class-VII (Seventh stander) from any recognized Government Schools /Government Aided School/ Local Body and Government Sponsored Schools including Madrasah without residential facility, students of Kendriya Vidyalaya, Jawahar Navodaya Vidyalaya and State Government run residential schools or any Private school are not entitled to get this scholarship.
  • Total NMMSE scholarship quota for our State is 7250 out of 1 Lakh all India quota. NMMSE Scholarship will be awarded in favour of the eligible poor and meritorious students maintaining the Government of India guidelines Strictly and a merit list of selected candidate will be prepared through a selection test to be held on 16th January 2022.

National Means-cum-Merit Scholarship Examination

Centrally Sponsored National Means-cum-Merit Scholarship Examination

(For the students studying in class-VIII)

Action Plan for NMMSE Scholarship 2021

Directorate of School Education, West Bengal has already started the process of advertisement for wide circulation through leading details to implement the scheme.

DI/S is also requested to give wide publicity in the Notice Boards of his office or offices of the DM, DI/S (Primary Education), DPSC, DPO and other public institutions and instruct all the heads of the institutions under his/her control so that a large number of students of class VIII may appear in the examination during this year to achieve the goal of the scheme. He is also requested to advise all the Headmasters/Headmistress to prepare the students of their schools will appear in the Examination.

There is no provision to submit the hard copy of the form either in the Directorate of School Education, Bikash Bhavan or in the office of DI/S (SE) of any district.

All the DI/S (Secondary Education) are requested to inform all the ADI/S, AI/S and SI/S working at the Sub-Division/Block/Circle Level to communicate the guideline of the scheme to the Junior High /High/ Higher Secondary Schools and Madrasahs for proper implementation of the scheme.

If any student studies in a recognized school/Madrasah, affiliated by any board in his/her district which is not in the school list in 'Select option' in the online Application, and he/she opts to apply for the said examination within the stipulated date, then the candidate may contact the DI/S (Secondary Education) of the concerned district. DI/S (SE) is requested to convey the Directorate necessary information regarding the said school like the Recognition no subdivision, block/municipality and a DISE code of a nearby school. The Directorate of School Education will include the said school(s) in the online school list and the said student (s) will be able to apply online. 

He is also requested to depute one officer under his jurisdiction for each centre of examination as Centre-in-Charge on the day of examination positively.

All the DI/S (Secondary Education) are requested to conduct the Examination for Selection of candidates as per schedule strictly maintaining the following action plan sincerely.

All the Head of the Institutions (HOI) should be instructed to send at least five (5) students for enrolment. He/she should also be instructed to help the students of his/her school to fill up the applications online and in uploading all the necessary documents in respect the students.

This year a student may apply online from School Education Department's website from 11.11.2021 to 30.11.2021. The extended date may be 01.12.2021 to 07.12.2021 if online registration is low. He/she will fill-up the form and take a print out of the filled-in application from along with format of certificate to be filled up by the Head of the Institution and get the certificate signed and sealed and upload the same to his /her account along with scanned copies. Last date of submission of application form is 30.11.2021.

(ii) Copy of Bank Pass Book
(iii) Aadhaar Card
(iv) Income Certificate as per Government of India guidelines mentioned in the application form
(v) Cast Certificate issued by the Competent Authority
(vi) Disability Certificate (40% and above disability must be certificated by the Competent Medical Board of the Sate Government /Central Government), wherever it is necessary duly signed by the concerned School Authority latest by 30.11.2020.



Instructions to the Applications

Eligibility for NMMSE

1. Students of class-8th (eight) who secured 55% and above marks in final/Annual examination of Class-7th (seven) are eligible to appear in the Centrally Sponsored National Means-cum-Merit Scholarship Examination (NMMSE) 2021 for class-VIII (5% relaxation to SC, ST, Physically Disabled candidates).

Disability of the candidate (40% or above disability) must be certified by the Competent Medical Board of the State Government /Central Government wherever it is necessary, this is mandatory.

2. Students of Jawahar Navodaya VidyalayaKendriya Vidyalaya and State Government run residential schools or any Private school are not entitled to get Scholarship. The candidates must be studying (অধ্যয়নরত) in recognized Govt Schools /Government Aided School/ Local Body and Government Sponsored Schools including Madrasah without residential facility.

3. Parental Income should be below rupees One lakh fifty thousand (Rs.1,50,000/-) per year from all sources. Income Certificate is to uploaded.

(a) For salaried persons employed in Government Semi Government and Government Aided Organization/Institution, Employer Certificate for the period from 01.04.2020 to 31.03.2021 to be uploaded.

(b) For Other person, Income Certificate for the period from 01.04.2020 to 31.03.2021 obtained from any competent Authority not below the rank of Joint BDO/Executive Officer (in case of Corporation and Municipality area) is to be uploaded.

4. Every applicant must have a bank Account in his /her name. This Account may be single or a joint Account (in case of Joint bank Account, he /she must be the first holder of that Account). Once the bank details is submitted it is final and no request regarding change in the bank Account number will be entertained.
Note: Bank Account details of the candidates with core banking facility are mandatory.

5. As the e-mail ID /Mobile no of the candidates have been made mandatory in filling up the online applications, so as soon as his/her application is rejected temporarily an e-mail will be sent to his/her ID. He/she will get an opportunity to rectify the application within 3 days (11.12.2021 to 13.12.2021) and another 2 days i.e (14.12.2021 to 15.12.2021) will be given to district offices for verification of the same. After that it will be locked for the district level.

6. The applicants, who have Aadhaar Cards, link the Bank Account with your Aadhaar Card positively and mention the same in the space provided in the application.

7. At the time of filling up the form online, a registration number will be generated which should be noted down by the candidate for future login to the system.  

8. A unique login ID and Password will be provided for each DI/S (SE). One or two DEO (s) may be engaged to scrutinise the forms and the uploaded annexures day to day under the supervision of District Level Nodal Officer. There will be one Accept, Reject and one Reject and Unlock Button. The DEO has to verify the marks of the candidate, HOI's certificate/ all other documents like caste certificate, Disability certificate, whether the school is recognised Government/ Government Sponsored / Government Aided/Local Body /Private aided/Private unaided or not etc. If everything in respect of the candidate is OK then the Accept button has to be pressed. Otherwise press Reject/Reject Unlock button has to be pressed to cancel the candidature of the said candidate.

9. An extra time of 03 working days (08.12.2021 and 10.12.2021) after last date of submission of application will be given for the same work to the DI Offices.

Admit Card and Result for NMMSE Scholarship

Admit Card of the candidates will be also be generated online. Students can download their Admit Cards 10-12 days before the NMMSE examination. Candidates may take the question booklet and Admit Card with them.

The result of this NMMSE exam will be published in the official website.

The awardees must obtain a minimum of 60% marks in class X or equivalent Exam (relaxed by 5% for SC/ST/Disabled candidates) for continuation of the scholarship at higher Secondary stage.

The awardees should get clear promotion from class IX to X and from XI to XII in the first attempt with 55% marks (relaxed by 5% for SC/ST/Disabled candidates).


Filling up application Form online for NMMSE

(Please go through the instruction carefully before filling up the form Online)

A. Step: I
At first click on the 'New User Register Here' link and fill-up the personal details information along with one Mobile number (a Mobile number used once, could not be used 2nd time for registration) and register. A registration (নিবন্ধকরণ) number will be generated which should be noted down along with the Password given for further login to the system.

B. Step: II
(i) Login to your account using registration number and password.

(ii) Edit the form and fill in other details and upload scanned copy of your passport size photograph. The image file for your photo/ photograph should be in .jpg/.jpeg format and maximum size limit is 20 KB. Save the form. The application form may be edited until it is locked by you.

(iii) Once the form is complete and correct with all particulars, the same should be locked. Printout of the filled-in application (one set) along with the format for Certificate from the HOI (Head of the School/Institution) should be taken out.

C. Step: III
(a) Application has to take out the printed application (আবেদন) form and Certificate format along with copies of other necessary documents as mentioned below to the Head of the School/Institution (HOI) and get the HOI Certificate signed with official seal and upload the signed Certificate to his/her account along with scanned copies of:

(i) Scanned copy of Mark sheet/Score Card of Class VII (Seven)
(ii) Income Certificate of Parent
(iii) Aadhaar Card
(iv) First page of Bank Passbook
(v) The Caste Certificate issued by the Competent Authority, if applicable
(vi) Disability Certificate (40% and above disability must be certificated by the Competent Medical Board of the State Government /Central Government), if applicable

(b) The documents must be duly authenticated by the concerned School Authority. The maximum size of every scanned document should be 100 KB.

(c)  Then Pass Finalize application' button to submit the application. Successful submission of your online application form are completed by finalization, if you will not able to finalization then your admit card cannot be generated from system/portal.

(d) Caste Certificate and Disability Certificate are required only for the Schedule Caste (SC)/Schedule Tribe (ST) and Physically Disabled candidates respectively. Your application submission will be completed only when the Certificate from Head of Institution/School and other required documents are uploaded, else the candidature of the applicant will be cancelled.

(e). Candidates are requested to check Email which is given in the form regarding acceptance or rejection of his/her application after online form fill up from time to time.

(f). The 'rejected and unlocked' applicant will get an opportunity to rectify the application by 06.12.2020.

(g). The candidature of the applicant may be cancelled at any stage of the examination process without any reference if any false/incorrect information is found in the filled in application form of the said candidate. Also the fill-up application form with irrelevant/incomplete information/scanned certificates/ photograph is liable to be summarily rejected.

(h). Notification for downloading Online Admit Card will be given on Notice Section. Keep checking  this NMMS scholarship portal for the same and any further information/notice relating the said NMMS examination.

Syllabus : Subject
There is no prescribed syllabus for NMMS Examination. Standard of items shall conform to the level of class VII and VIII.


Scholastic Aptitude Test comprises with Subjects
(1) Mathematics, (2) Physics Science, (3) Life Science, (4) History and (5) Geography


All questions of the booklet for NMMS Examination are objective type. Every/each Question carries one mark. There is no negative (নেগেটিভ) marking in the said NMMS examination.


The decision of higher Authority will be final in case of any dispute/doubt (সন্দেহ) of applicant

Notice for Admit Card of NMMSE 2021

The admit card of National Means-cum-Merit Scholarship Examination (NMMSE) 2021 can be downloaded by the valid candidates from 05.02.2022 to 18.02.2022. If any problem for downloading the same arises, concerned office of the District Inspector of Schools (Secondary Education) may be contacted within 18.02.2022. It may kindly be noted only valid and accepted applicants can download the same.

Notice for National Means-cum-Merit 2021 Selected Candidates

School District wise selected merit lists of students of National Means-cum-Merit Scholarship Examination (NMMSE) 2021 are already been published in scholarships.wbsedgov.in. As per guideline of Ministry of Education, Government of India, every selected student has to register on National Scholarship Portal (NSP2) which remain open during July/August every year. In this respect, it is to be mentioned here that until and unless a selected student furnishes relevant information in the online from in NSP2 in time he/she will not be eligible for availing the said scholarship.

So the selected students of the State level National Means-cum-Merit Scholarship Examination (NMMSE) 2021 shall have to register themselves using the option New Registration on National Scholarship Portal (NSP2) using his/her Basic details, such as Name, Father's name, Date of Birth, Scholarship category (Pre-matric), scholarship scheme etc. After successful registration a 17 digit unique ID will be generated in favour of each student. Then he/she has to submit online from using the option Log to apply 2022-2023 using his/her seventeen digit (17) ID for example WB202223XXXXXXXXX in NSP2. Before final submission of online form student has to select the scheme National Means-cum-Merit Scholarship which will appear at the 2nd page of the form. After final submission of the application by student. Institute level and District level verification is required for each submitted application of student at NSP2. So each student is requested to contact with the Head of the Institution immediately for verification of the online application by Institute Nodal Officer (INO). For any query he/she may contact with the office of District Inspector of School (Secondary Education) of his/her district and Head of the Institution/Nodal Teacher of his/her Institution.

NB: Students are advised not to withdraw his/her application if scheme name National Means-cum-Merit Scholarship Examination (NMMSE) does not appear/available at the end of the application. They are advised to contact the office of District Inspector of Schools (SE) of his/her district immediately.
