ROPA 2019 এর G.O No. 437-SE(P&B)/SL/5S-408/19 Dated 13.12.2019 তে 10 years Benefit বা 20 years Benefit এর কথা পৃথক ভাবে উল্লেখ করা নেই।সেই জন্য G.O. No. 353/ES/EE dated 17.07.2020 তে একটি Order বের হয়, এই অর্ডারে Clarification ROPA 2009 এর বেশ কিছু পয়েন্ট 30-SE(B)/5B-1/2009 dated the 10th February, 2010 তে উল্লেখ করা হয়েছে।

10/20 years Service Benefit to School Teacher and Staff

Regarding entitlement of Additional Increment to Teachers 
who have completed 10 (Ten) years of continuous and satisfactory service


With reference to the above noted subject, the undersigned is directed to further inform and request him/ her to take necessary action as per ROPA 2019 at clause 11(2) issued by the School Education Department vide Memo No. 437-SE(P&B)/SL/5S-408/19 dated 13.12.2019 (copy enclosed). This is also to inform you that a point wise clarifications on the said subject was also issued by this department vide no. 30-SE(B)/5B-1/2009 dated 10th February, 2010, (copy enclosed) which may be consulted while taking necessary action on the matter.

Pay Fixation of 10/20 years Service Benefit

10/20 years Benefit এর সময় ROPA 19 এর Pay Matrix অনুযায়ী Level পরিবর্তন হয়না কিংম্বা Extra-Increment ও হয়না, শুধুমাত্র ঐ Level এর  Cell টি পরিবর্তন হয়।


Rules for getting Annual Increment and 10/20 years Service Benefit

1st Condition:
চাকুরীতে যোগদানের তারিখ 1st July থেকে 1st January (মানে-July, August, September, October, November, December এবং January মাসের 1 তারিখ পর্যন্ত ) মধ্যে হলে Annual Increment সুবিধা পাবেন 1st July থেকে, vide G.O. No. 181-SE(B)/5B-1/09 dated 08.10.2009 ( নিম্নে Memorandum টি দেওয়া হলো ) তারপর তার নিজের Joining Date থেকে 10/20 years benefit পাবেন।

2nd Condition:
কিন্ত যোগদানের তারিখ 2nd January থেকে 30th June (মানে-2nd January থেকে, February, March, April, May, এবং June মাস পর্যন্ত ) মধ্যে হলে Annual Increment এবং 10/20 years benefit উভয়ই 1st July থেকে লাগু হবে।

বিশেষ ভাবে মনে রাখতে হবে যে, 10/20 years Benefit আগে নিলে Annual Increment সেই বছর আর পাবেন না, কারণ একটা Increment পাওয়ার পর নূন্যতম 6 (six months) মাস পর অন্য্ কোনো Increment এর সুবিধা লাগু হয় অর্থাৎ দুটো Increment এর মাঝে Minimum 6 (six months) মাসের ব্যবধান থাকতেই হবে।


For a Example for Pay Fixation

কোনো কর্মচারীর চাকুরীতে যোগদানের তারিখ 1st July থেকে 1st January (মানে-July, August, September, October, November, December এবং January মাসের 1 তারিখ পর্যন্ত ) এর মধ্যে, অর্থাৎ ধরেনিচ্ছি ঐ কর্মচারীর চাকুরীতে যোগদানের তারিখ 20.08.2011, তাহলে উনার 10 years Service পূর্ণ হচ্ছে 19.08.2021, আর ওনার 10 years Service Benefit হবে 20.08.2021 থেকে, এক্ষেত্রে উনাকে প্রথম Annual Increment দেওয়া হবে 1st July 2021 থেকে, তারপর 10 years Service Benefit লাগু হবে 20.08.2021 থেকে।

এখন ROPA 2019 এর Pay Matrix অনুসারে উনার বর্তমান Basic Pay Rs.30,700/-, Level-9 and Cell-3 উনাকে প্রথম Annual Increment দেওয়া হলে 1st July 2021এ উনার Basic Pay হবে Rs.31,600/-, Level-9 and Cell-4, এরপর তিনি 10 years Service Benefit পাবেন 20.08.2021 থেকে তখন Basic Pay হবে Rs.32,500/-, Level-9 and Cell-5 (এক্ষেত্রে Level কোন পরিবর্তন হবে না)। তাহলে উনার Pay Fixation date হলো 20.08.2021 কিন্তূ কোনো কর্মচারীর Annual Increment ও 10 years Service Benefit একসাথে একদিনে অর্থাৎ 1st July 2021 পেলে সেক্ষেত্রে উনার Pay Fixation date হবে 1.07.2021.


Rules of Salary Calculation regarding Pay Fixation

বেতন (Monthly Salary) নির্ধারন করার জন্য ঐ Basic Pay Rs.32,500/- এর সাথে 3% মহার্ঘ্য ভাতা (DA)-Rs. 975/-, 12% গৃহভাড়া (HRA)-Rs.3,900/- এবং চিকিৎসা ভাতা (Medical Allowance)-Rs.500/- যোগ করে Gross Salary হবে Rs. 37,875/- টাকা।

এখন একটি গুরুত্বপুর্ণ বিষয় হলো যে, উক্ত কর্মচারীর Annual Increment এর তারিখ 01.07.2021 এবং 10 years Service Benefit এর তারিখ 20.08.2021, এক্ষেত্রে উনার August 2021 মাসে Fractional Salary Bill হবে অর্থাৎ 1.08.2021 থেকে 31.08.2021 (31-দিন) পর্যন্ত Annual Increment নিয়ে (যেহেতু উনার Annual Increment, 1st July 2021 থেকে লাগু হয়েছে) এবং 20.08.2021 থেকে 10 years Service Benefit নিয়ে  20.08.2021 থেকে 31.08.2021 (12-দিন) পর্যন্ত Double Benefit নিয়ে Gross Salary Bill হবে Rs. 37,241/-টাকা। Next মাস মানে September 2021 থেকে Double Benefit চলতে থাকবে।Fractional Salary হবে না, Gross Salary Bill হবে Rs. 37,875/-টাকা। অর্থাৎ শুধুমাত্র কর্মচারীর চাকুরীতে Joining এর মাসে (1st July থেকে 1st January) এইরূপ ঘটবে।

কিন্তূ কোনো কর্মচারীর Annual Increment এবং10 years Service Benefit একসাথে 1st July 2021 তে হলে, এক্ষেত্রে Double Benefit লাগু হবে।Fractional Salary এর কোন প্রশ্ন নেই।উনাদের Joining এর মাস (2nd January থেকে, February, March, April, May, এবং June মাস পর্যন্ত ) হতে হবে।

বর্তমানে School Education Department (SED) এর Salary সংক্রান্ত সকল কাজকর্ম i-OSMS Portal এ হয়ে থাকে।10/20/18 years Service Benefit এর ক্ষেত্রে Portal সংশ্লিষ্ট কর্মচারীর নির্দিষ্ট সময়ে automatically show করে থাকে।তথাপি, 10/20/18 years Service Benefit এর জন্য Primary Teacher দের সাধারণত সংশ্লিষ্ট Sub-Inspector of Schools (SI/S) কে একটি Application করতে হয়।High School এর কর্মচারীদের স্কুলের প্রধান-শিক্ষককে আবেদন করতে হয়।High School বা Primary তে 10/20 years এর জন্য Pay Fixation করতে হয় না।যেহেতু এখানে Level পরিবর্তন হয়না, কেবলমাত্র Cell নম্বর পরিবর্তন হয়, তাই এর কোনো Fixation Form এর copy প্রয়োজন নেই, কিন্তূ Service Book এ entry করতে হবে 10/20 years Service Benefit এর কথা।

High school এর ক্ষেত্রে 10/20 years এর Managing Committee (MC) Resolution বা Administrator Order করতে হবে এবং Service Book এ entry করতে হবে মিটিং-এর তারিখ ও রেজোলিউশন নম্বর।

18 years of High/ Primary Teacher or Non-teaching Staff এর ক্ষেত্রে ও একই নিয়ম, তবে 18 years এর ক্ষেত্রে Fixation Form এর copy খুব গুরুত্বপূর্ণ, পরবর্তীতে কাজে লাগে, কারণ এক্ষেত্রে Level পরিবর্তন হচ্ছে।Fixation copy সংরক্ষণ করতে হবে।
