I, Amalesh Chandra Rout Son of Late Achintya Kumar Rout, aged about 57 years, by faith-Hindu, working as Assistant Secretary at the West Bengal Central School Service Commission, having its office at Acharya Sadan, 11 & 11/1, Block-EE, Salt Lake, Sector-II, Bidhannagar, Kolkata 700 091, do hereby solemnly affirm and say as follows:

1. That I am the Assistant Secretary of the West Bengal Central School Service Commission (hereinafter referred to as the Commission, in short). I am duly authorized and competent to affirm this affidavit.

2. That a copy of the Write petition affirmed by the petitioner (hereinafter referred to as the 'said application, in short) and was served upon Commission and I have gone through the same and fully understood the meaning, purport and contents thereof.

3. On 21.09.2022 the Hon'ble Court has been pleased to direct the Commission and the Learned Advocate for the West Bengal Board of Secondary Education in course of the week and to intimate this court by filing a short report on 28th September 2022 stating how many illegal appointment have been detected up till now.

4. In compliance with the said order a meeting was held in the office of the Commission at Acharya Sadan on 22.09.2022 at 5:00 pm in the presence of the Chairman, Secretary of the Commission and the Learned Advocates of the petitioner, Board and the Commission. In the course of the said meeting the Learned Advocate for the Board handed over to all concerned parties copies of the lists of the candidates to whom appointment letters were issued in connection with the 1st SLST(AT) 2016 for classes IX-X by the Board.

5. Thereafter, the Commission on verification of the records available in the office of the Commission has managed to detect 183 number of candidates who were wrongly recommended for appointment by the Commission, 20 of whom have already had their recommendations cancelled. The 183 number of candidates includes the 16 persons referred to in paragraph 15 of the said application.

It is to mention that in the list as i paragraph 15, the details of 1st person was not specified and could not be identified. 

A list of the said wrong recommended candidates showing whether their candidature have been cancelled or not is annexed hereto and marked with the letter "R-1".

6. However, I say that there may be more candidates who were wrongly recommended for appointment by the Commission for which I most humbly pray for some time to further verify the records of the Commission and to produce the list of such candidates wrongly recommended, if any, on the next date of hearing.

7. I, further say that in course of the investigation by the Central Beaura of Investigation (CBI in short) the Chairman and the Secretary of the Commission have had several meeting with the officials of the CBI including the Head of Branch, ACB where from it appeared that in the course of their investigation /interrogation they have also come across a considerable number of illegal appointments. However, as the CBI has not disclosed the details with regard to the said illegal appointment detected by them to the Chairman and /or Secretary of the Commission, the Commission is not in a position to state the number of such illegal recommendations and / or furnish the details of such candidates. 

8. The instant report is being affirmed pursuant to the order dated 21.09.2022 passed in the instant writ application.

9. That the statement made in paragraph Nos. 1 and 2 are true to may knowledge and those made in paragraph nos. 3, 4 and 5 are matters of record which I verily believe to be true and rest are my respectful submissions before this Hon'ble Court.

Counselling for Recruitment of Assistant Teachers for Classes IX-X

Notice and other information for Counselling in compliance with the Order dt 14.12.2022 

of Hon´ble Justice Abhijit Gangopadhyay, High Court, Calcutta in WPA 13700 of 202

In compliance with the solemn order dated December 14, 2022 passed by the Hon’ble High Court, Calcutta in WPA No. 13700 of 2021 (Setab Uddin & Ors. vs The State of West Bengal & Ors.) wherein the West Bengal Central School Service Commission has been directed to recommend waitlisted candidates according to their merit, category etc. in the vacancies arising out of non-joining and erroneous recommendations in regard to 1st. State Level Selection Test-2016 for recruitment of Assistant Teachers for Classes IX-X, it is hereby notified that the counseling for the posts are scheduled to be conducted on January 6, 2023 at 10:00 A.M. at the Office address given above. 

The list of the participating candidates is annexed herewith (Annexure I). 

Under State Level Selection Test norms, the vacancies, which are spread all over the state, will be offered during counseling to the candidates.

Each eligible listed candidate can download the intimation letter for counseling process from the website of the Commission on & from 03.01.2023, along with the list of vacancies on offer. 

All candidates who are called to attend the counseling process are required to bring a set of photocopies of all the relevant testimonials/certificates/documents along with the corresponding originals concerned in favor of his/her candidature for a further verification. At the time of such verification of original documents if any mismatch, misrepresentation of fact and defect or fault is detected, candidature of the concerned candidate will be cancelled forthwith without any notice. 

If any candidate fails to appear on the scheduled date for counseling, he/she will not be given any further chance and he/she will be treated as absent. In case of extreme unforeseen and sudden circumstances, duly authorized representative of the candidate may be allowed to take part in the counseling process in absence of the candidate, post approval of the authority of the West Bengal Central School Service Commission. 

No candidate will be allowed T.A for appearing in the Counseling process. No candidates will be allowed entry into the venue of counseling without valid intimation letter downloaded from the website of the Commission.

The counseling will be held as per the provision of the West Bengal School Service Commission Act. 1997 read with the West Bengal School Service Commission (Selection for Appointment to the posts of Teachers for classes IX and X in Secondary and Higher Secondary Schools) Rules, 2016.

In compliance with the solemn order dated 08.02.2023 read with order dated 02.02.2023 in W.P.A 25380 of 2022 (Subhamay Bhunia and Ors Vs State of West Bengal & Ors) Hon’ble High Court, Calcutta wherein it has been submitted by the West Bengal Central School Service Commission that the recommendation made in favour of the candidates (as in Annexure A) have been found erroneously issued, and that the West Bengal Central School Service commission will initiate the process of exercising its’ power under Rule 17 of the West Bengal School Service Commission (Selection for Appointment to the Post of Teachers for Classes IX and X in Secondary and Higher Secondary Schools) Rules, 2016.

Therefore, in view of the aforesaid solemn orders of the Hon’ble High Court in connection with W.P.A 25380 of 2022, it is notified that the recommendations of 618 candidates (as in Annexure A) shall be taken up for cancellation in exercise of the power conferred upon the Commission in terms of Rule 17 of the West Bengal School Service Commission (Selection for Appointment to the Post of Teachers for classes IX and X in Secondary and Higher Secondary Schools) Rules, 2016.

The Secretary, West Bengal Central School Service Commission

Memo No.1796/6878(IV)/CSSC/ESTT/2025  Date: 08.10.2025 

         In compliance with order dated 3rd April 2025of the Hon'ble Supreme Court in SLP Civil No.9856 of 2024 and pursuant to the Memo No. 376-LS IC/899/LS/2021 dated 08.09.2025 of Commissioner of School Education and Memo No. Admin/1996 dated 23.09.2025 of West Bengal Board of Secondary Education, providing the list of candidates to be reinstated to the previous services, the candidates as listed in Table-I are hereby informed that they should positively report for verification of documents at 10.30 AM at 2nd Office building of WBCSSC located at DK7/2, Sector-II, Salt Lake, Kolkata 700 091 on 25.10.2025.

           The listed candidates must carry all the documents relevant for such verification (and subsequent recommendation) including (but not limited to) the following-

• Recommendation letter issued by WBSSC in the 2016 selection process (now set aside in terms of the above mentioned order dated 3rd April 2025)
• Appointment letter (2016 selection process) issued by WBBSE
• Approval letter from the concerned DI(s) (2016 selection process)
• Recommendation letter issued by WBSSC in the selection process prior to 2016 (which the candidate wishes to avail of to return to his former service) 
• Appointment letter (of the selection process prior to 2016) issued by the concerned school authority
• Approval letter from the concerned DI(S) (related to the selection process prior to 2016)
• If the candidate was posted (as on 2nd April 2025) in a school other than where he was recommended in the 2016 selection process, the relevant transfer recommendation letter(s) and transfer appointment letter (s)
• One recent colour passport size photograph pasted on a sheet of white A4 size paper, with his signature (in black ink) just below the photograph
• Any other document that shows that he was in service in an SSC recommended school just prior to joining a new school through the 2016 selection process, like his release order/last pay certificate /accepted resignation letter etc.

Candidates are advised to report on time on the date notified for document verification (25.10.2025) without fail as per the schedule given below (Table 2)
